About this opportunity
The NATO Communications and Information Agency (NCIA) issued a Request for Information on October 19, 2026, to solicit industry feedback on the technology pillar of the NATO Integrated Cyber Defense Centre (NICC) Urgent Requirement Project, with responses due November 9, 2026, at 12:00 CET. This RFI is issued for planning purposes only and does not constitute a binding solicitation. Participation is restricted to companies from NATO member countries.
NCIA seeks input on four of five independent Work Packages supporting the NICC mission, scheduled for delivery by Q3 2030. WP1 covers a resilient, multi-classification-level platform providing communication, collaboration, and information-sharing services with defined SLAs (99.9% to 99% monthly availability by tier). WP2 addresses cyber event timeline and analysis capability for incident reconstruction using AI-assisted pattern recognition. WP4 requires four enhanced rapid reaction team kits with modular, vendor-neutral architecture including forensics, malware analysis, and network monitoring. WP5 involves replacing the current cyber operations management system with COMET, requiring seamless data migration from the existing Atlassian-based platform while implementing vendor lock-in mitigation through open data export formats. WP3 (red teaming) is excluded, having been addressed previously.
NCIA plans two separate invitation for bid solicitations: IFB 1 combining WP1 and WP2, and IFB 2 combining WP3, WP4, and WP5, with contracts awarded to integrators capable of delivering multiple work packages. The procurement strategy includes a phased down-select with initial 10-page capability statements followed by full proposals and challenge-based acquisition events.
Interested parties may submit written responses (limited to 10 pages per work package) or attend the dedicated business workshop "Uplifts for Cyber Capabilities" at NATO Edge, November 17–19, 2026, in Izmir, Turkey. Workshop attendance is not required to respond to the RFI.

The NATO Communications and Information Agency (NCIA) has issued a Request for Information (RFI) to gather input on potential solutions to support the upcoming acquisition for the technology pillar of the NATO Integrated Cyber Defense Centre (NICC). To that end, NCIA is issuing the attached Request for Information (RFI) and holding a dedicated workshop at NATO Edge to solicit feedback from capable and interested industry partners.
This RFI covers four out of the five independent Work Packages (WPs) that support the NICC mission. Interested parties are invited to submit their response to one or several WPs.
This RFI is issued for planning purposes only and is not a request for bids. It is part of NCIA’s effort to engage early to inform and ensure it has a clear understanding of the marketplace, available capabilities, and potential acquisition strategies.
NCIA values your insight and invites you to review and comment on our draft high level problem statement (Annexes A and B) with a view in providing recommendations for improving performance outcomes, competition, and efficiency; and identifying any risks or concerns that should be considered during planning.
Submit responses via the email address in section F, no later than 12:00 hours Central European Time (CET) on 09 November 2026.
Feedback can be provided in writing in accordance with submission instructions and/or by attending a dedicated Business Workshop: “Uplifts for Cyber Capabilities” taking place at NATO Edge on 17-19 November in Izmir (Türkiye), where NCIA will respond to clarifying questions and invite comments from participants.
Attendance at the dedicated business workshop at NATO Edge (see section C), taking place on 17-19 November in Izmir is not a prerequisite to respond to this RFI, and NCIA invites any interested party to provide its feedback.
Submission instructions and additional details can be found in the enclosure to this RFI.
Do NOT submit your RFI response to the Department of Commerce. Submission instructions and additional details can be found in the RFI (attached).
