About this opportunity

The NATO Communications and Information Agency (NCIA) is issuing Request for Information RFI-192934-SDOF on Space Domain Operational Functions, with written responses due NLT 12:00 hours Central European Time on December 3, 2026, and an industry workshop at NATO Edge in Izmir, Turkey on November 17-19, 2026. No set-aside is used. The RFI attachment summary limits participation to companies from NATO member countries. The posting lists the Department of Commerce Bureau of Industry and Security as the agency, but the notice directs respondents not to submit responses to Commerce.

This pre-competitive market research gathers input ahead of an upcoming acquisition for the Space Domain Operational Functions Capability Program. The RFI is for planning only, is not a request for bids, and does not obligate an award. NCIA seeks comment on a draft high-level problem statement (Annexes A and B), with recommendations on performance outcomes, competition, and efficiency, and identification of risks or concerns for planning. The attachment summary describes three functions: Space Domain Awareness, Operational Space Support, and Space Domain Coordination.

Respondents submit written responses under the RFI's submission instructions. The attachment summary specifies email in PDF or Word, capped at 15 pages excluding cover pages, brochures, and attachments, and organized around 30 questions in four categories: technical feasibility and operational integration, product performance and scalability, commercial models and competition, and delivery support and validation. Attendees at the NATO Edge workshop may ask clarifying questions and offer comments. NCIA treats all responses as confidential commercial information. Reference RFI-192934-SDOF in all correspondence.
