Annex A – High-Level Summary of NATO Imagery Exploitation and Visualisation Tools (IMINT)

1. This Document Annex A describes the high-level objectives of the future IMINT capability. Its purpose is to provide industry with a description of the problem space, and a set of target objectives aligned with operational, doctrinal, architectural and capability context. Annex A is a descriptive companion to the Annex B, against which Industry are invited to respond to in the issued Annex B vendor response template, which is the structured industry return.

2. Objectives The core objectives of the IMINT capability are to modernize NATO’s intelligence production by shifting from manual translation to a scalable, automated, and federated digital environment.

NCIA aims to leverage modern developments in data management, automated analytics, and AI-assisted IMINT exploitation empower imagery analysts across ACO to satisfy the Commander’s Critical Information Requirements and ultimately, maintain situational awareness of the battlespace to allow rapid and accurate decision-making.

The required solution must serve as the primary software environment for translating raw raster data (predominantly overhead imagery) into actionable intelligence. The capability must bridge the gap between traditional human-led analysis and emerging machine-assisted workflows.

Capabilities are expected to address four key objectives as follow:

1. The primary objective is to provide analysts with a comprehensive software suite that covers the entire Task, Collect, Process, Exploit, and Disseminate (TCPED) cycle.1

a. For Individuals: Seamless tools for digital image processing and exploitation.

b. For Teams: A robust framework for Federated PED (FEDPED), ensuring distributed teams can collaborate effectively.

c. Methodology: Integration of Structured Observation Management (SOM) and

Activity-Based Intelligence (ABI) to turn raw imagery into fused, actionable intelligence.

2. The capability must move beyond human-only analysis and leverage modern machine assisted analysis, and must manage the "data deluge" of increasing imagery volumes,

a. Automation: Support for scripting and customizable workflows to reduce manual overhead.

b. AI/ML Integration: An open architecture that allows the on-boarding of third-party analytical models and automated object detection.

c. Flexibility: The ability to adapt to new sensor systems and bespoke analytical technologies as they emerge.

1 In this context, Collect relates to the collation of all imagery data available and not the deployment of a sensor to image a location/target area or object.

3. The capability must function as an integrated node within the wider NATO technical ecosystem.

a. Data/system Interoperability: It must use established NATO protocols to ingest raw data and publish finished intelligence products.

b. Adaptability: Alignment with NATO’s existing processing and dissemination tiers to ensure data flows smoothly across the enterprise.

c. Security: Must meet stringent NATO security standards for multi-domain data handling.

d. Architecture and Extensibility: Open architecture to allow for the integration of third-party analytical modules and niche technologies.

4. NATO aims to optimize its financial and human resource investments through a streamlined acquisition model.

a. Contractual Consolidation: Using a primary contract for the core analyst interface to minimize fragmentation and custom development.

b. Scalability: Capability to manage increasing data volumes without a linear increase in human cost.

c. Future-Proofing: Balancing the use of "off-the-shelf" core components with the flexibility to integrate specialized, high-end analytical tools.

3. Solution Characteristics The NCIA is interested in an end-to-end software suite that supports the following core functional areas related to data ingest and management, visualization and exploitation, and to automate IMINT TCPED process to the maximum extent possible.

3.1 Processing and Data Management

1. Multi-Source data Integration and fusion: Native support for diverse imaging modalities, including:

a. Panchromatic, Multispectral, and Hyperspectral.

3. Ingest Pipelines: Ability to trigger automated processes (e.g. orthorectification, tiling) upon image ingest.

3.2 Exploitation and Visualization

1. Traditional Image Processing: Tools for spectral band manipulation, contrast stretching, and rotation.

2. Comparative Analysis: Visual aids such as swipe, flicker, and spyglass tools.

3. Structured Observation Management (SOM): A robust framework for identifying and categorizing objects of interest according to standardized schemas and attributes.

3.3 Advanced Analytics and AI/ML

1. Computer Vision Integration: Ability to run internal and third-party Object Detection, Identification, and Classification models.

2. Deployment Flexibility: Support for model execution both at the "Processing" stage (ingest) and the "Exploitation" stage (on-demand by the analyst).

3. Training Feedback Loops: Mechanisms to capture analyst feedback on model performance to support future model refinement.

4. Activity-based Intelligence (ABI): analytical tools to establish “Pattern of Life” baselines and highlight anomalies over extended timelines.

3.4 Federated PED (FEDPED) & Workflow Orchestration

The solution must support both ad hoc individual analysis and complex, recursive workflows across distributed teams. This distributed analytical model, referred to throughout as Federated Processing, Exploitation and Dissemination (FEDPED), requires demonstrable workflow orchestration across NATO, national, deployed, reach-back, and coalition nodes:

1. Workload Distribution: Rule-based routing of imagery and tasks to specific PED nodes based on geography, modality expertise, or target specialization.

2. Collaborative SOM: A centralized, multi-user SOM database capable of simultaneous edits and synchronization across diverse network locations.

3. Enterprise Integration: Seamless dissemination of finished intelligence products into existing NATO Intelligence Enterprise tools.
