About this opportunity
The General Services Administration (GSA) Public Buildings Service is seeking multiple small business contractors for a National Elevator Modernization Indefinite Delivery/Indefinite Quantity (IDIQ) contract to perform elevator construction and modernization task orders valued under $1 million. The contract will establish separate multiple award IDIQ contracts across GSA's 11 regions, with contractors required to self-perform 80% of work and maintain specific safety and technical qualifications. Evaluation will use a best value trade-off methodology, with past performance significantly more important than price, and contractors must demonstrate experience with at least 10 elevator modernization projects over five years. Critical dates include a virtual pre-proposal conference on February 5, 2025, a questions deadline of February 6, 2025, and proposal submissions due by February 19, 2025. Technical acceptability will be assessed based on safety records, employee qualifications, and mechanics with a minimum of five years of modernization experience.
The solicitation is a total small business set-aside under North American Industry Classification System (NAICS) code 238290 for Other Building Equipment Contractors, with a size standard of $22 million in average annual receipts. The contract will have one base year and four one-year option periods, with a maximum aggregate dollar amount of $250 million over the contract's lifecycle and an annual contractor limit of $10 million. Contractors must have a minimum bonding capacity of $500,000 for single projects and $3 million in aggregate across at least one state. GSA intends to award no more than six contracts per region to ensure competitive task order assignments. The place of performance will be across the United States, with contractors required to maintain an office within 200 miles of potential task order locations and comply with comprehensive safety, environmental, and federal facility access requirements.
