About this opportunity
The U.S. General Services Administration, Public Buildings Service, seeks a general contractor to modernize seventeen elevators and upgrade mechanical, electrical, and fire protection equipment in the elevator machine rooms at the Thurgood Marshall U.S. Courthouse in New York, with proposals due December 4, 2026. Amendment 1 was issued October 16, 2026, reducing the substantial completion requirement from 2,580 to 1,440 calendar days and adjusting individual line item start and end dates accordingly.
Place of performance is 40 Foley Square (40 Centre Street), New York, NY 10007. The courthouse will remain fully operational throughout; work must be phased to minimize disruptions, with disruptive activities executed after business hours, predominantly within elevator shaftways. The contractor must ensure full compliance with Government access and security requirements and must adhere to the Public Buildings Service Interim Core Building Standards and the U.S. Courts Design Guide.
The contract is firm fixed price with a base period (June 15, 2027 through May 25, 2031; 1,440 calendar days) and six option line items covering individual elevator modernization ranging from 180 to 330 calendar days each, plus a 60-calendar-day closeout period. The estimated price range is between $20 million and $40 million. Liquidated damages are $3,193.70 per calendar day for failure to achieve substantial completion. A Project Labor Agreement price proposal is mandatory; offerors may also submit a non-PLA alternative. A bid guarantee of 20 percent of bid price or $3 million, whichever is less, is required, along with performance and payment bonds due within 10 calendar days of award.
Key personnel required include a Project Manager (Bachelor's degree, ten years' experience), Superintendent (ten years' construction experience), Quality Control Manager (five years' relevant experience), Vertical Transportation Coordinator (ten years' elevator project experience), and Lead Scheduler (ten years' experience). Offerors must demonstrate experience on similar projects valued at $20 million or higher, completed within the last seven years, preferably in occupied buildings with security requirements and tight urban environments. All on-site personnel must obtain Enter on Duty determinations; those on-site six months or longer must receive HSPD-12 clearance.
Evaluation uses a best-value tradeoff approach, weighting non-price factors (experience on similar projects, management approach, past performance, logistics plan) as significantly more important than price. Small Business Subcontracting Plans and GSA Form 527 are required. The procurement is open to all eligible contractors with no set-aside. NAICS code is 236220, Commercial and Institutional Building Construction; PSC code is Y1AA, Construction of Office Buildings. The contracting officer is Natalia Lugo-Vina (347-331-6783).
