About this opportunity

The U.S. Marshals Service, Department of Justice, is soliciting proposals for National Aircraft Services (Solicitation No. 15M50026QA4400001) to provide relocation, storage, maintenance, assessment, consultation, and disposal services for aircraft and related assets seized and forfeited under the DOJ Asset Forfeiture Program. The contractor must support aircraft types including small fixed-wing general aviation aircraft, rotorcraft, airliners, corporate turbine-powered aircraft, drones, and helicopters, along with related avionic parts and hangars. The evaluation will employ a two-phase approach, with Phase I focusing on a written technical proposal (25 pages maximum) due February 9, 2026, by 9:00 a.m. EST, addressing facility operations, staffing, contract transition procedures, intake and storage capabilities, physical security, and disposal methods. The Government will downselect a maximum of three offerors on February 20, 2026, to proceed to Phase II, which evaluates past performance, cost/pricing, and quality control plans using a best-value trade-off methodology where technical capability and past performance are significantly more important than cost. Key deadlines include a question submission deadline of January 26, 2026, by 11:00 a.m. EST, and proposal pricing must remain firm for 180 days from submission.

This acquisition is set-aside for 100% small business under NAICS Code 488119 with a $40 million size standard, and no incumbent contractor information is identified in the solicitation materials. The Government anticipates awarding a single Indefinite Delivery/Indefinite Quantity (IDIQ) contract with a firm fixed-price structure for a 12-month base period beginning October 24, 2026, through October 23, 2027, followed by four optional one-year extensions and an additional six-month extension option through April 23, 2032. Base year estimated costs total $1,092,000, with option years ranging from approximately $1,119,300 to $1,216,200 annually, and the contract maximum set at 300% of the estimated value across all periods combined. Primary performance will occur throughout the United States, U.S. Virgin Islands, and Puerto Rico, with potential services occasionally required in Guam, Northern Mariana Islands, and international locations. The contractor must maintain 24/7/365 operational readiness with acknowledged COR communications within two hours and capability to deploy within 48 hours for CONUS operations and 10 days for OCONUS operations.
