INSTRUCTIONS TO OFFERORS FOR NATIONAL AIRCRAFT SERVICES RFP
This document comprises the instructions to offerors for a Request for Proposal (RFP) issued by the United States Marshals Service (USMS), Asset Forfeiture Division (AFD), for National Aircraft Services. The Government seeks a single contractor to provide aircraft storage, maintenance, relocation, intake, and disposal services under an Indefinite Delivery Indefinite Quantity (IDIQ) contract with Firm Fixed Price (FFP) terms. The contract covers a base period of 12 months beginning October 24, 2026, with four optional 12-month periods and an additional 6-month extension option, potentially extending performance through April 23, 2032. This acquisition follows FAR 12 for commercial products and services under NAICS code 488119, with a small business size standard of $40 million.
The evaluation employs a two-phase approach. Phase I, due February 9, 2026, by 9:00 a.m. EST, requires submission of a signed SF-1449, representations and certifications, and a 25-page technical proposal addressing facility and operations/staffing, contract transition and relocation procedures, initial intake and storage/maintenance capabilities, a physical security plan, and disposal methods including advertising and auction procedures. A maximum of three offerors will be downselected on February 20, 2026, to proceed to Phase II, where the Government may conduct site visits. Phase II submissions, due within five business days of downselection notification, must include three past performance data worksheets for similar federal or commercial contracts from the past three years, a pricing schedule in Microsoft Excel format, and a quality control plan not exceeding ten pages. All submissions should be emailed to Eliana.York@usdoj.gov and AFP.Procurement@usdoj.gov. Offerors must hold prices firm for 180 days from the proposal submission date and maintain current representations and certifications in SAM.gov. The Government reserves the right to conduct exchanges at its discretion and will not be liable for proposal development expenses.

Request for Proposal Solicitation NO.: 15M50026QA4400001
The enclosed RFP is to provide support for the United States Marshals (USMS), Asset Forfeiture Division (AFD), National Aircraft Services requirement. The Government is issuing a competitive solicitation under the Asset Forfeiture Program (AFP) to a qualified vendor for the purpose of entering into a contract with a Base, four (4) one (1) year Option periods, and FAR 52.217-8 Option to Extend Services up to six (6) months. The Government will conduct this acquisition in accordance with FAR 12 Acquisition of Commercial Products and Services, NAICS 488119 Other Airport Operations, Small Business Size Standard $40M. Interested parties should submit their proposal in accordance with the following instructions. Proposals shall be clear, coherent, and prepared in sufficient detail for effective evaluations of the Offeror’s proposal against the evaluation criteria. Also, proposals shall cover all aspects of this solicitation. Proposals shall clearly demonstrate how the Offeror intends to accomplish the project and shall include convincing rationale and substantiation of all claims. A proposal with significant informational deficiencies which indicate the Offeror doesn’t understand the requirement or provide a sound approach will be rated as low confidence. Proposals must demonstrate the Offerors approach and capability to meet requirements. Mere restatement of solicitation language without substantive detail may be considered insufficient.

Quantity limits and Min/Max ordering is stated in the SF1449 solicitation under Federal Acquisition Regulation (FAR) Clause 52.516-19 Ordering Limitations.
