About this file
This is a continuation of Standard Form 1449 (SF1449) for a Request for Proposal (RFP) for National Aircraft Services under Solicitation NO. 15M50026QA4400001. The acquisition is classified as a commercial item and will be competed using FAR Part 15 (Contracting by Negotiation) procedures.
The contract encompasses aircraft storage, maintenance, and repair services with a firm-fixed price structure for base services and Not-To-Exceed (NTE) pricing for additional services. Pricing is based on the latest Department of Labor wage determinations applicable to the contractor's business location, with prevailing wage requirements for service contracts exceeding $2,500. The period of performance spans a base year from October 24, 2026 through October 23, 2027, with four optional one-year extensions and a final six-month extension through April 23, 2032. The contract includes a minimum guarantee calculated at 10% of the total estimated base period value and a contract maximum set at 300% of the estimated value across all contract line items (CLINs). Travel costs are reimbursed at Federal Travel Regulation (FTR) rates under NTE T&M line items and require advance Contracting Officer Representative (COR) approval. The Contracting Officer and COR jointly determine aircraft storage categories and authorize maintenance and repair work; repairs outside the contract scope require separate contracting arrangements. This acquisition is set-aside for 100% small business under NAICS Code 488119 with a $40.0 million size standard.
