About this opportunity
The Department of Veterans Affairs Veterans Health Administration is seeking a qualified contractor to engineer, purchase, install, and commission six steam safety relief valves for three Series 3WI CleaverBrooks fire tube steam boilers located at the VA Fresno Medical Center. The valves must comply with VHA Directive 1810 standards and meet specific technical requirements, including Kunkle Model 300 safety valves with lift pressures set at 135 PSI and 140 PSI. The contract will be awarded on a firm-fixed-price basis evaluated solely on price to a responsible offeror. All proposals must include qualified personnel, equipment, tools, transportation, testing, and documentation. The Request for Information (RFI) deadline is October 23, 2025, at 3:30 PM PDT, and the Request for Quote (RFQ) submission deadline is October 29, 2025, at 12:00 PM PDT. Quotes must be submitted electronically to Contract Specialist David Rovner at david.rovner@va.gov, and all offerors are advised to carefully review the revised solicitation documents posted on October 22, 2025, as previously submitted quotes will not be used for evaluation purposes.
This solicitation is set aside exclusively for Service-Disabled Veteran-Owned Small Businesses (SDVOSB) under NAICS code 238220 with a size standard of $19 million. The contract includes a 30-calendar-day performance period from award, with the contractor responsible for completing all installation, testing, and providing a 365-day warranty on the installed safety valves. Additionally, the contractor must comply with the VA Notice of Limitations on Subcontracting, restricting payments to non-certified firms to no more than 50% of the government-paid amount for service contracts. Service Contract Act wage rates apply to workers in Fresno County, California, with rates ranging from $14.95 to $69.00 hourly depending on occupation, plus health and welfare benefits of $5.09 to $5.55 per hour. The work will be performed at the Central Energy Plant located at 2615 E Clinton Avenue, Fresno, California 93703, with project work scheduled for fall/winter 2025, and the VA will maintain N+1 redundancy across the three boilers during the installation period.
