About this file
This document contains Requests for Information (RFIs) for VA Solicitation No. 36C26125Q0949 for replacing safety valves on 3 boilers. The key RFIs address technical specifications and testing requirements for the safety valves. Specifically, RFI #15 seeks clarification on valve and discharge piping sizes, with the VA indicating that union fittings may require height adjustments and providing specific inlet/outlet measurements for two boilers. RFI #16 requests detailed testing procedures, with the VA specifying that valves must lift at no more than 3% over set pressure and reseat at no more than 6% over set pressure, with testing to be conducted using steam and visual confirmation.
Additional RFIs address project timeline and compliance issues. RFI #17 concerns the 30-calendar-day completion period, with the VA agreeing to allow reasonable extensions to accommodate manufacturer lead times. RFI #18 highlights that the originally selected 1.5" x 2.0" valves do not meet minimum capacity requirements, and the discharge piping must be replaced to ensure code compliance. The document includes a detailed checklist for steam safety valves on boilers, outlining requirements for installation, testing, and safety considerations. The VA will allow flexibility in meeting manufacturer lead times and ensuring proper valve and piping specifications.

VA Response to RFIs for Solicitation No. 36C26125Q0949
Replace Safety Valves On 3 Boilers
RFI #15 – The project specifications call for safety valves with a 2.5” flanged connection.
However, the existing discharge piping that these valves will connect to is only 2” in diameter.
Per code requirement that discharge piping must be the same size or larger than the valve outlet.
Could the VA please provide clarification on how to proceed? Should the specifications be revised to specify valves with a 2” outlet to match the existing piping, or is the intent to replace the existing 2” discharge piping with new 2.5” piping to maintain compliance?
VA Response:
-Both safety valves are union fittings, if none can be made to be union fittings and if we must change to flanged fittings, then the overall height will have to be changed as well.
-135 pounder has a 2” inlet with a 2 ¼” outlet going to a 3 ½” discharge line.
-140 pounder has a 2” inlet with a 2 ¾” outlet going to a 3 ½” discharge line.
RFI #16 – The project scope requires that each safety valve be tested by being lifted with steam pressure. To ensure this testing is performed correctly and consistently, can the VA please provide the detailed testing procedure? Such as:
• The required test pressure.
• The required duration for the valve to remain in the lifted position.
• The pass/fail criteria (e.g., reseat pressure, visual/audible confirmation).
• Any specific data sheets or reports that need to be completed and submitted.
VA Response:
The valves must lift at no more than 3% over set pressure.
Valves must reseat at no more than 6% over set pressure.
The pass/fail criteria include the lift pressure and reseat pressure. This is a visual confirmation.
Reports that need to be submitted for testing is the location of the inspection facility and confirmation that the test was conducted with steam. Testing medium must be conducted with steam not water.
Our guideline comes from VHA Boiler and Associated Plant Safety Device Testing Manual (Eighth Edition) snip-it provided.
RFI #17 – The solicitation requires completion of the project within 30 calendar days after receipt of order (ARO). Based on current market availability, the specified Kunkle safety relief valves and associated components have lead times of 30 days from the manufacturer or distributor.
Please confirm whether the VA will allow a reasonable extension of the completion period to accommodate verified manufacturer lead times.
VA Response: The VA will allow reasonable extension of the completion period to accommodate the lead times of verified manufacturer lead times.
RFI #18 - The 1.5” x 2.0” valves originally selected by the VA will not meet the minimum capacity requirements for the system. The correct valves for this application are 2” FLG x 2.5” flanged connections. Since the existing discharge piping from the valves to the drip pan elbows is 2”, it does not comply with code, which requires that the discharge vent piping be equal to or larger than the safety valve discharge connection. Therefore, the discharge piping must be replaced to accommodate the properly sized valves and ensure full code compliance and safe operation. Please advise.
VA Response: See response to RFI#16.
