About this file
This document is a VA Response to Requests for Information (RFIs) for Solicitation No. 36C26125Q0949 for replacing safety valves on 3 boilers. Key details include the VA's allowance for the superintendent to simultaneously fulfill roles of Site Safety and Health Officer (SSHO) and Quality Assurance/Quality Control (QA/QC), confirmation that tax should be included in proposals, and clarification on boiler shutdown procedures. The facility has 3 boilers and requires N+1 redundancy, with only one boiler available for valve installation at a time during regular business hours.
Additional critical information reveals the project is intended for fall/winter 2025, involves mechanical safety relief valves (SRVs) without alarm or lockout capabilities, and does not require piping modifications. The Building Automation System uses JCI software and is maintained by either JCI or Bedard Controls. The VA confirmed no assumed asbestos on piping to be removed and instructed contractors to disregard paragraphs D and E of the original Statement of Work regarding valve alarming and shutdown capabilities, as the specified valves are mechanical in nature.
