Space Shuttle Exhibit
This is a combined synopsis/solicitation for the acquisition of a NASA Space Shuttle payload bay, engine and tail sections, as well as a STEM Learning Node, to compliment the reproduction. This solicitation is prepared in accordance with the format in FAR 12.6 and with additional information included in this notice. The solicitation number is FA8601-12-R-0032; the NAICS is 332312; and the small business threshold for this NAICS is 500 employees. The proposed FIRM FIXED PRICE acquisition is 100% SET ASIDE for small business concerns. For a better understanding of this qualification, please visit the small business link at http://sba.gov.
This acquisition will be competed using a written Request for Proposal (RFP). All interested parties must provide a proposal package by the time specified below to the Government in order to be considered for award. Proposal packages shall include all data and information requested and shall be submitted in accordance with the instructions found in the provision at FAR 52.212-1 - Instructions to Offerors - Commercial Items (FEB 2012), which is incorporated into the attached solicitation document and Addendum 1 to the solicitation document, Additional Instructions to Offerors. Non-conformance with the instructions may result in an unfavorable proposal evaluation. All applicable provisions and clauses are located in the attached solicitation document.
This acquisition will utilize the Best Value technique to make an award decision. Please note that the Government DOES NOT intend to hold discussions; therefore, in order to be considered acceptable, the offeror must demonstrate a clear understanding of the required services as described in the attached Statement of Work.
The anticipated delivery for these items is no later than 12 months after date of the contract (ADC). The bid schedule is built into the attached solicitation document; please provide pricing for each of the three (3) CLINS on this form. Please note that the Government does reserve the right to not award the contract.
NOTICE TO OFFERORS: Any award resulting from this solicitation will include DFARS Clause 252.232-7003, Electronic Submission of Payment Requests. Section 1008 of the National Defense Authorization Act of Fiscal Year 2001 requires any claims for payments (invoices) under DoD contracts to be submitted in electronic form. Wide Area Workflow- Receipt and Acceptance (WAWF-RA) is the DoD system of choice for implementing this statutory requirement. Use of the basic system is at no cost to the contractor. The winning offeror shall complete the vendor training, which is also available at no cost, at http://ww.wawftraining.com. Prior to submitting invoices in the production system, contractors are required to register for an account at https://wawf.eb.mil/.
Offerors are also required to register in the Central Contractor Registration (CCR) at http://www.bpn.gov and in Online Representations and Certifications Application (ORCA) at https://orca.bpn.gov/ AT THE TIME OF PROPOSAL SUBMISSION. By submission of a proposal, the offeror acknowledges this requirement has been met and will be maintained throughout the life of any contract resulting from this solicitation up to and through the final payment of the contract.
$3,000,000.00 has been appropriated and allocated to the National Museum of the United States Air Force for Fiscal Year 2012 for the acquisition of the exhibit related to the Shuttle Crew Compartment Trainer (CCT). Approximately $765,000.00 of this amount will be needed by NASA for engineering, preparation, and transport of the CCT and related items to the NMUSAF. These items are currently scheduled to be delivered by late August 2012. However, funding for this project is subject to change, and contract award is subject to the availability of funds. The Government intends to award a single contract resulting from this solicitation, and reserves the right to award one, two, or all three of the line items listed in the schedule depending on the amount of funding available. The Government also reserves the right to make no award at all depending upon the funding available and the quality of the technical proposals received.
