National Museum of the United States Air Force Space Shuttle Exhibit Project

Statement of Work

1.0. General Information. The National Museum of the United States Air Force

(“NMUSAF”) requires a Contractor to provide all services/supplies except those identified as Government Furnished Property (“GFP”) to provide a Space Shuttle Exhibit and items described herein (the “Shuttle Exhibit Project”). The Contractor shall incorporate into the Shuttle Exhibit Project a GFP Crew Compartment Trainer (“CCT”, see Attachment A) from NASA. The contractor shall complete the Shuttle Exhibit

Project, including reproductions of a payload bay, and the tail and engine sections of a

NASA Shuttle (see attachment E for reference purposes), observation and access structures including access ramps in the approximate shape of space shuttle wings, a

“learning node” installed near, but not connected to, the Space Shuttle Exhibit, and other items described herein. The Shuttle Exhibit Project shall be installed by the Contractor in the existing NMUSAF Cold War Gallery (facility 20494) in Area B at Wright-Patterson

AFB (“WPAFB”), Ohio. Upon completion of NMUSAF’s fourth building, the Shuttle

Exhibit Project will be relocated to the Space Gallery by NMUSAF personnel. To enable this relocation, the entire exhibit (including learning node) shall be designed to make it readily moveable (re-locatable) to another location on the NMUSAF site.

2.0. Description of Space Shuttle Exhibit Project Requirements.

2.1. Time for Performance/Major Components and Requirements. The Shuttle

Exhibit Project shall be installed by the Contractor on or before 12 months after the contract award date.

The Contractor shall provide a complete Shuttle Exhibit Project that contains the following major components and meets the following requirements, as detailed below and throughout this SOW:

For the purposes of this project, “reproduction” means a representation of an existing object with outward shape nearly identical to the original, but not necessarily of the same materials, with identical surface characteristics, or with the same functionality intended or possible. Shuttle sections may be thought of as “mock-ups” in this sense, with levels of fidelity described in this document.

2.1.1. Space Shuttle Payload Bay Reproduction;

2.1.2. Reproductions of the Tail and Engine Sections;

2.1.3. Observation Structure(s) and Access Ramps/Equipment;

2.1.4. STEM Learning Node (including all required electronic, computer, and audio/visual equipment);

2.1.5. Project Lighting/Illumination and Power Outlets; and

2.1.6. All necessary effort to design/engineer, fabricate, assemble, integrate, deliver, and install the entire Shuttle Exhibit Project into a functioning exhibit and learning node that satisfy the NMUSAF’s requirements set forth herein, including, but not limited to, the following:

2.1.6.1. designed and built in a safe and structurally sound manner;

2.1.6.2. provides access to the widest range of visitors;

2.1.6.3. provides a functional and effective means for the NMUSAF to meet its education mission;

2.1.6.4. promotes excellent visitor traffic flow;

2.1.6.5. designed and built as a durable exhibit capable of withstanding potential traffic flows;

2.1.6.6. is readily moveable/relocatable by NMUSAF personnel; and

2.1.6.7. provides a professional, Museum-quality exhibit that affords visitors a realistic shuttle experience.

2.2. Shuttle Section Reproductions. The Contractor shall provide and install notional reproductions of a Space Shuttle payload bay and tail and engine sections, to sit flush with the rear of the CCT and form an integrated whole, consistent with the attached concept drawings (see Attachments B and C). The top edge of the GFP display base for the Shuttle CCT rises 67” from the floor, and is 212” in width along the area to be mated/matched/connected to the base of the reproduction payload bay, with a lip that extends 18.5” rearward from the bottom edge of the CCT. A “stinger” that protrudes from the CCT’s base is currently expected to be removed before delivery by NASA to the

NMUSAF.

Key dimensions of the Shuttle are provided for reference purposes in Attachment E:

2.2.1. The Shuttle section reproductions shall include a full size reproduction of an actual NASA Space Shuttle payload bay (right or starboard side only with payload bay door, without any of the interior equipment and fixtures inside an actual shuttle payload bay) and tail and engine sections (see attachments B and

C).

2.2.2. The payload bay reproduction shall have similar curvature to an actual shuttle payload bay and include other parts (hinges with the bay door in an open position) as shown on the concept drawings (Attachments B and C). The payload bay floor shall be formed by a walking platform matching the height of the CCT base.

2.2.3. The payload bay, tail, and engine reproductions shall have an exterior appearance/surface that matches the CCT including accurate colors, markings, and insignia, but not detailed down to the tile lines (i.e., the shuttle thermal protection system) of an actual shuttle.

2.3. Observation Structures/Access Ramps and Equipment/Devices. The Contractor shall provide and install observation structure(s) to allow walking and wheelchair visitor access to each level and area of the Space Shuttle Exhibit.

2.3.1. CCT Access Structure. The Contractor shall use stairs, ramps, wheelchair lifts, platforms, or other appropriate structures or devices to allow viewing and access to the Space Shuttle CCT flight deck and middeck , in compliance with current requirements under the Rehabilitation Act of 1973 and Americans with

Disabilities Act of 1990 (“RA/ADA”). Contractor shall design the CCT access structure to link to the payload bay and as a stand-alone structure. NMUSAF will determine how the access structure and the CCT will interface at both the flight deck and middeck, and NMUSAF staff will create access structures linking the contractor-provided structure with the CCT interior.

2.3.2. Payload Bay Access Structure. The Contractor shall use stairs, ramps, platforms, or other structures or devices to allow viewing of and access to the

Space Shuttle payload bay reproduction through the tail/engine section reproduction, in compliance with current RA/ADA requirements. Contractor shall design the ramps leading up to and from the Shuttle reproductions in the approximate shape of Shuttle wings, while maintaining compliance with

RA/ADA requirements (See Attachments B & C hereto). Contractor shall design the payload bay to link with the CCT access structure as described in the paragraph above.

2.3.3. The structures shall be safe and durable as to permit walking and wheelchair visitor access up and down the ramps, within the payload bay, and to/on both levels of the CCT Access Structure. Ramps and doorways shall be wide enough to fit two standard wheelchairs side by side. The structures shall bear visitor traffic calculated on an overall annual museum visitor count of 2 million, with a daily average of approximately 5,600 visitors per day and a peak daily rate of approximately 10,000 visitors per day (very infrequent—3 or 4 times per year).

2.4. STEM (Science, Technology, Engineering, and Mathematics) Learning Node.

The Contractor shall provide and install a Learning Node with necessary electronic, computer, and audio/visual equipment and other items as specified herein, and which is consistent with the concept set forth in Attachment D hereto.

2.4.1. The STEM Learning Node will be the focus of educational programming surrounding the Space Shuttle Exhibit. It will be located adjacent to the Space

Shuttle Exhibit and will be used for both live presentations and looping videos.

It shall be a stand-alone, modular, moveable and sturdy structure that will seat at least 60 adults in a semi-circular, amphitheater-type setting and will be designed consistent with the concept drawing in Attachment D hereto. The

Learning Node shall be RA/ADA compliant and safe for all the participants.

2.4.2. A presentation area shall be located in the Learning Node. The Contractor shall install professional quality audio/visual equipment as described herein, for presentations and instructions. Contractor shall provide and install a completely functioning presentation system, which includes three 70-inch high-definition flat viewing screens for clear line of sight by all participants, three high definition solid-state media players, a surround-sound system of speakers sufficient to serve 60 adults in a semi-circular amphitheater setting, three computers, a lighting system (see item 2.5 below) and two 87” SMART boards. These devices shall be presenter-controllable and integrated into the overall system via a computer tablet.

2.4.3. The Contractor shall provide a raised stage structure approximately 20’x12’ and up to 18” in height for presenters, which shall be RA/ADA compliant.

Contractor shall provide six grounded dual-plug standard electrical outlets, evenly spaced about the stage rear, for power to educational equipment on the stage.

2.4.4. The Contractor shall incorporate in the Learning Node an enclosed, lockable walk-in storage area accessible from the rear of the Learning Node, and additional storage accessible from the stage. The walk-in area shall be at least

8’ height, and shall accommodate at least six 24”x 36” rolling utility storage carts.

2.4.5. The Contractor shall provide design/engineering submittals for all aspects of the Learning Node consistent with Section 3.0 herein.

2.5. Lighting. The Contractor shall provide and install adequate lighting/illumination, inside and attached to, the entire Shuttle Exhibit Project. The Contractor shall provide design/engineering submittals for lighting consistent with Section 3.0 herein. The lighting system shall not rely upon the existing theatrical lighting system in the Museum as part of its design.

2.6. Power Outlets/Lines. The Contractor shall provide the payload bay and STEM learning node with the ability to power all Contractor provided lighting and equipment required. The payload bay reproduction shall include power in its visitor-accessible area using track-style floor-mounted power strips, capable of providing outlet power at any point along the interior length of the payload bay section. The Contractor shall provide for additional power outlets/lines via an electrical line trough under the payload bay structure to allow for later additions/expansions to the Shuttle Exhibit Project (e.g., new lit display cases, exhibits, and interactive stations) by the NMUSAF. Contractor shall provide access along the payload bay base skirting to electrical lines/outlets.

2.7. Delivery/Installation of Complete Exhibit Project. The Contractor shall provide all labor and materials to design, engineer, fabricate, assemble, integrate, and install the

Shuttle Exhibit Project, including its learning node and all observation and access structures/devices (as awarded). The Shuttle Exhibit Project shall be designed, provided, and installed in a safe and structurally sound manner and shall comply with all RA/ADA requirements and other requirements herein.

3.0. Project Design/Engineering/Fabrication/Installation Requirements.

3.1. Drawings, Submittals, and Project Schedule. The Contractor shall provide complete design/engineering drawings and other submittals for written approval by the

Government before proceeding with fabrication/installation of the Shuttle Exhibit Project.

The design/engineering process shall be completed in phases as described below. If the

Contractor is not designing/fabricating its own products/items, but incorporating other products/items into all or portions of the Shuttle Exhibit Project, the Contractor shall submit all information regarding all products/items incorporated into the Shuttle Exhibit

Project to enable the Government to successfully operate, maintain, relocate and reinstall the Shuttle Exhibit Project with their proposal. Product/item information includes, but is not limited to, operations and maintenance manuals, product warranty information, assembly information, designs, specifications, drawings and any other pertinent details.

All design/engineering submittals (including materials lists) will be made according to the following major project steps:

3.1.1. With original proposals: 35% design/engineering documentation

3.1.2. Post-award, 1st design/engineering step: 65% design/engineering submittal for

Government approval;

3.1.3. Post-award, 2nd design/engineering step: 95% design engineering submittal

3.1.4. Post-award, 3rd design/engineering step: Final 100%, design/engineering submittal

The date for completion of each design/engineering phase is subject to the project completion schedule submitted with the proposal, and Government approval of each phase. The project completion dates submitted with the proposal shall represent the approval dates for each design/engineering phase and Contractor shall allow at least 30 calendar days for submittal to and review/approval by the Government.

3.2. Modularity. The Shuttle Exhibit Project shall be created/designed in a modular fashion or other manner that allows it to be readily dismantled, relocated, and reinstalled.

The Contractor shall demonstrate plans for satisfying the requirement through the 35% design/engineering submittal. Contractor’s design/engineering submittals at each phase shall show increasing levels of detail to demonstrate compliance with this modularity/re-locatability requirement (65%, 95%, final submittal).

3.3. Design Models. The Contractor shall provide two 1/72 scale models of its design for

NMUSAF use in gallery planning.

3.4. Electrical Estimate. The contractor shall provide an estimate of the total electrical power, expressed in standard electrical engineering language, required by the design and the electrical equipment to be accommodated or included. The estimate shall have separate breakout estimates for the Learning Node (which includes all required electronic, computer, and audio/visual equipment), observation structures and access equipment/devices, payload bay, and the tail and engine section representations.

3.5. Fabrication Documents/Drawings. To the extent the Contractor fabricates and incorporates its own products/items into the Shuttle Exhibit Project, the Contractor shall provide fabrication documents/drawings to the Government to enable the Government to successfully operate, maintain, relocate, and reinstall the items/products.

3.6. Coordination. The Contractor shall address in the proposal all aspects of the project, including, but not limited to, installation sequencing, security, safety, rigging, using light as a factor to enhance viewing (while mitigating potential light damage to artifacts), noise mitigation, acoustics for public address, audio-visual, and internet accessibility (pending

NMUSAF capability study) for the Shuttle Exhibit Project (especially the learning node), compliance with RA/ADA requirements, mobility (re-locatability) of the Shuttle Exhibit

Project, maintenance issues, overall aesthetics of the Shuttle Exhibit Project, and addressing all exhibit venue environmental conditions.

3.7. Fabrication/Installation Venues and Scheduling. Component fabrication shall be performed at the Contractor’s facility. The Contractor shall assemble and install the completed Shuttle Exhibit Project in the NMUSAF’s Cold War Gallery. The NMUSAF is open from 9am to 5pm every day except Thanksgiving, Christmas, and New Year’s Day.

The Contractor shall plan and coordinate work activity with NMUSAF staff to minimize disruption of the Museum visitor experience. Contractor will have working access to

NMUSAF facilities from 0700-1700 on weekdays when the NMUSAF is open. Weekend and holiday access is not normally available, and will be subject to prior coordination with and approval of the Government.

3.8. Equipment and Personnel. The Contractor shall provide all equipment/personnel for the transportation, assembly, and installation of the Shuttle Exhibit Project.

3.9. Final Inspection, Approval, and Documentation. A walk-through final inspection shall be performed with the Contractor and the Government contracting officer, contracting officer’s technical representative(s) and other NMUSAF representatives before final approval of the Shuttle Exhibit Project. The Contractor shall deliver and properly install all items listed in Appendix I. All data shall be delivered in accordance with the Contract Data Requirements List (CDRLs) made part of the contract.
