1. What is the relative scoring to be used for evaluation of the 2 parts of the RFP response (ie:

what % of the total score will be based on the technical submission and what % of the total score will be based on price).

Answer: Technical and Price are equal.

2. The Statement of Work, Item 2.5 Lighting indicates "The Contractor shall provide and install adequate lighting/illumination, inside and attached to, the entire Shuttle Exhibit Project. ... The lighting system shall not rely upon the existing theatrical lighting system in the Museum as part of its design." Does this mean that the contractor is NOT allowed to provide any additional over-head lighting for the project, either in the form of track lighting or theatrical lighting (ie: to illuminate the ramps and exterior surfaces of the shuttle)?

Answer: That is correct. Lighting provided by the contractor within and on the exhibit elements should be integral with the modular nature of those elements, i.e., it can move with the exhibit to the new building later. Overhead theatrical lighting for the overall area, exterior, and ramps will be NMUSAF's responsibility, to be executed in the same way we light aircraft and large artifacts/spaces from above.

3. Given that there will not be progress payments on this project, what assurances can the client give us that funding will not be lost, or should funding be lost we will be made whole for efforts completed?

Answer: Funds are obligated at the time of award. Please refer to FAR 52.212-4, Contract Terms and Conditions for explanation of payment & termination. .<http://farsite.hill.af.mil>

4. Can we be assured that we can install the work between 300 and 365 days from award and if the government delays us due to others (example: NASA delays or other building remodel delays) can we be paid for work on hold and delays by others?

5. What happens if all bids are over the budget? Will part of the project be completed?

Answer: $3,000,000.00 has been appropriated and allocated to the National Museum of the United States Air Force for Fiscal Year 2012 for the acquisition of the exhibit related to the Shuttle Crew Compartment Trainer (CCT). Approximately $765,000.00 of this amount will be needed by NASA for engineering, preparation, and transport of the CCT and related items to the NMUSAF. These items are currently scheduled to be delivered by late August 2012.

However, funding for this project is subject to change, and contract award is subject to the availability of funds. The Government intends to award a single contract resulting from this solicitation, and reserves the right to award one, two, or all three of the line items listed in the schedule depending on the amount of funding available.
