QUESTION: Section 2.4.1 of the SOW requires that the STEM Learning Mode seats at least 60 adults, where attachment D shows a maximum of 60 seats. Can you please clarify if 60 seats are a minimum, a maximum, or perhaps simply an estimate?

RESPONSE: The STEM learning node should be sized to seat 60 average adults. The structure, sized this way, could accommodate more than 60 smaller people (children for example), or somewhat fewer than 60 larger adults—but the key for sizing is a target of 60 average adults.

QUESTION: Section 2.4.2 of the SOW requires that the contractor provide two 87" SMART boards. Attachment D shows two "Outside Interactives". It would appear as though these both describe the same items. Can you please confirm or clarify.

RESPONSE: They are not the same items. The outside interactive are separate from the contents of the STEM Learning Node, and will be procured separately and installed outside the structure.

QUESTION: Can you please clarify who will be responsible to bring power to the Exhibit from the building supply.

RESPONSE: The Museum, in cooperation with USAF Civil Engineering, will bring power to the exhibit from the building supply.

QUESTION: Page 10 of 39 of the solicitation states that 'Technical proposals will be rated as acceptable or unacceptable with no further rating', and page 11 continues to state ' Award will be made to the offeror with an acceptable technical rating who offers the lowest price...' [Lowest Price Technically Acceptable (LPTA)], however the response to question 1 of the questions/answers dated 11-Jul-12 states that 'Technical and Price are Equal'. Can you please clarify that award will be made to the LPTA offer.

RESPONSE: The award will be made on “Best Value” to the Government. Page 10 of 39 of the solicitation document lists Technical and Price are equal factors.

QUESTION: Item 3.1 of the SOW requires that a project completion schedule is submitted with the proposal. Can you please clarify if this is to be included in Volume I or Volume II of the proposal?

RESPONSE: Please include the project completion schedule in Volume I of the proposal.
