About this opportunity
The Department of the Navy Military Sealift Command seeks administrative, data management, and technical support for the MSC Technical Library, with quotes due August 28, 2026. This is an 8(a) small business set-aside competitive procurement, not a WOSB set-aside as originally posted.
Place of performance is Naval Station Norfolk, Virginia. The contractor shall manage the MSC Virtual Technical Library, an electronic repository for technical manuals, drawings, engineering designs, and technical references serving approximately 120 MSC vessels. Work includes daily library operations, document scanning and conversion, creation and updating of engineering drawings in AutoCAD format per MSC specifications, processing technical manual changes, and traveling to MSC vessels approximately eight times annually for inventory and cataloging operations at destinations including Singapore, Guam, South Korea, Spain, Portland, Charleston, San Diego, and Mobile (three personnel per trip, ten days each).
All contractor personnel must hold or be eligible to obtain an active Confidential security clearance prior to contract performance. The staffing plan requires 12 full-time equivalent positions: one Engineering Technician Level VI with Drafting Experience, three Engineering Technician Level V with Drafting Experience, one First Line Supervisor/Librarian, two Media Specialist III, two Media Specialist II, two Media Specialist I, and one Library IT Systems Administrator. The NAICS code is 519210, Libraries and Archives; PSC is R605, Support–Administrative: Library.
The contract is firm-fixed-price with a 10-month base period (October 1, 2026 through July 31, 2027), four one-year option periods, and a six-month extension option (through January 31, 2032). Labor pricing uses Service Contract Act Wage Determination 2015-4341, Revision 35, effective July 30, 2026. The incumbent contractor is Trinity-Nextstep, LLC under contract N3220521C4205. Evaluation is Lowest Price Technically Acceptable: prior experience (1-3 contracts awarded within five years, each above $1 million, demonstrating virtual technical library management and CAD drawing support) is evaluated on an acceptable/unacceptable basis, as is past performance; price is the deciding factor among technically acceptable quoters. Four amendments have been issued as of August 21, 2026, most recently updating Exhibit B–Rate Table to Revision 3 and Wage Determination to Revision 35.
