About this file

This document is a Military Sealift Command (MSC) internal procedure establishing standards for the development and revision of engineering drawings that support MSC fleet operations. The procedure applies to all new drawings developed for MSC ships, both Government Owned/Government Operated (GOGO) and Government Owned/Contractor Operated (GOCO) vessels, and establishes minimum requirements for drawing format, content, and revision methodology.

The procedure defines four drawing types: Contract Guidance Drawings (CGD), As-Built Drawings (ABD), Selected Record Drawings (SRD), and Selected Record Drawing Markups (SRD-M). CGDs provide technical information and performance requirements for work items and must include Lists of Material Installed and Removed, weight control data, and discipline-specific design tables. ABDs document final as-built configuration changes made by Transportation Alterations (T-ALTs). SRDs are ship-specific drawings documenting important features and systems for safe and efficient operation. Drawing requirements include standardized CAD file formats (.pdf and .dwg compatible with AutoCAD 2021), ANSI size F or B paper (with size H only when necessary), specified layer colors and line types, and mandatory elements such as title blocks, revision blocks, reference blocks, general notes, and approval/acceptance blocks. Templates for all drawing types are provided by the MSC Technical Library. The procedure specifies detailed revision processes using sequential lettering (A, B, C, etc.), marking revisions with triangles containing revision letters, and maintaining strict configuration control. The Virtual Technical Library at https://msceng.dc3n.navy.mil/samm/ serves as the master repository for all MSC drawings and technical manuals, with the N7 Engineering Directorate serving as the Office of Primary Responsibility.

1 PURPOSE: To implement the policy of reference (a), COMSCINST 4700.1A, Technical Authority by establishing procedures for development and revision of drawings that support MSC’s fleet and uniform criteria for drawing format and content.

2 SUPERSESSION: This procedure supersedes MSC Drawing 803-7080803 “Preparation of Computer Aided Designed (CAD) Drawings” and N0752-001-00-P “Drawing Development and Review,” each document will be cancelled when all ongoing contracts citing the document are completed.

3 BACKGROUND, OBJECTIVES and APPLICABILITY:

3.1 Background. Drawings that support MSC ships are developed by many sources including MSC N7, Operating Companies (OPCOs), ship sponsors and design agents.

3.2 Objective. The objective of this procedure is to provide a common standard for MSC N7 engineers, OPCOs, ship sponsors, industrial activities and design agents that develop or revise drawings in support of MSC ships. Standard drawing types, format and revision methodology improves consistency and quality, and reduces the time and cost of drawing development and review.

3.3 Applicability. The requirements of this procedure apply to all new drawings developed for MSC ships, both Government Owned/ Government Operated (GOGO) and Government Owned/ Contractor Operated (GOCO). These are minimum requirements.

Additional requirements may be included in the task statement. For revision to existing drawings, these requirements apply to the revised portion only, unless the task statement requires complete redrawing. Reference (b) should be used in absence of guidance herein or per reference. The requirements of this procedure do not apply to vendor drawings, equipment drawings or NAVSEA standard drawings used in a work package.

4 PROCEDURES & PROCESSES:

4.1 Drawing Types. There are four types of drawings developed and revised for MSC ships:

4.1.1 Contract Guidance Drawings (CGD)

4.1.2 As Built Drawings (ABD)

4.1.3 Selected Record Drawings (SRD)

4.1.4 Selected Record Drawing - Markups (SRD-M)

4.2 Contract Guidance Drawings (CGD). Contract Guidance drawings are commonly referred to as Transportation Alteration (TRANSALT) drawings and were formerly called Functional Design Drawings (FDDs).

4.2.1 CGDs are developed in support of work items, which task an industrial activity to accomplish specific work. CGDs are referenced in the work item and provided as guidance.

4.2.2 CGDs are prepared by design engineers and are discipline specific.

4.2.3 CGDs provide adequate technical information, details and performance requirements necessary to obtain regulatory body approval of the functional design. However, they are not intended to be overly restrictive. Equivalent details and procedures that make use of more readily available material or permit the use of an industrial activity’s standards or procedures of equal merit are acceptable with the prior written approval of the government’s technical representative.

N7.72.9085.010-WP

DRAWING DEVELOPMENT AND REVISION Page 3 of 29

4.2.4 Together with the T-ALT specification package, CGDs have adequate information and detail for industrial activities to estimate, plan and execute work requirements.

They do not necessarily describe all work required to meet regulatory body requirements.

4.2.5 When an installation requires a high level of precision, a tolerance is included, or the applicable view is marked “No Deviations”.

4.2.6 CGDs are typically applicable to multiple ships in a class but based on the ship check of a single ship. Therefore a ship’s as-found condition could require the industrial activity to tailor the work.

4.2.7 CGDs are approved through the TRANSALT-PM Module of MSC’s

Shipboard Automated Maintenance Module (SAMM) and by regulatory bodies (when required).

4.3 As-Built Drawings (ABDs).

4.3.1 ABDs are prepared by industrial activities to document the final, ship specific, as-built configuration changes made by a T-ALT.

4.3.2 ABDs are derived from CGDs and assigned unique MSC drawing numbers by the MSC Technical Library.

4.4 Selected Record Drawings (SRDs).

4.4.1 SRDs are ship specific drawings that document important features and systems. In most cases, they were initially developed by the shipyard that built the ship.

Examples include general arrangements and system diagrams.

4.4.2 SRDs provide Ships Force, Administrative Commanders and Contract

Operators of MSC ships an accurate depiction of the ship’s configuration for safe and efficient operation.

4.4.3 SRDs provide shore side personnel an accurate depiction of the ship’s configuration to support maintenance, repair and alteration planning.

4.4.4 SRDs are periodically revised to reflect changes to a ships configuration.

They are not revised concurrent with each alteration unless required by regulatory bodies (ex.

Fire Control Plans).

4.4.5 SRD revisions document configuration changes that have already been approved by the appropriate technical authority, therefore most are “accepted” by MSC N7 rather than approved. SRDs that include calculations or operational procedures may require approval by N72 or regulatory bodies. These will be identified in tasking statements. (ex. Trim & Stability Booklets).

N7.72.9085.010-WP

DRAWING DEVELOPMENT AND REVISION Page 4 of 29

4.5 Selected Record Drawing Markup (SRD-M).

4.5.1 SRD Markups highlight additions, deletions, and configuration changes resulting from alterations. They are typically based on a tabletop review of ABDs and/or a ship check. They are retained to be incorporated into formal SRD revisions at a later time.

4.6 Drawing Templates.

4.6.1 Templates, when available, must be the starting point for all new CGD and SRDs and can be obtained from the MSC Technical Library or the N7 Project Lead. Templates contain the minimum requirements. Additional requirements may be contained in the tasking statement.

4.6.2 Available templates are listed below.

4.7 Drawing Format.

4.7.1 CAD Drawings:

4.7.1.1 All CAD drawing final submissions must include both a .pdf and a .dwg file in the version of AutoCAD used to create the drawing. If the .dwg file is not backward compatible with AutoCAD 2021©, a second .dwg file is required that is compatible.

The PDF version must be in full scale format to allow full size printing.

4.7.1.2 Drawing file names must use the seven-digit drawing number, revision and AutoCad version (example; 8499221_A (2021).dwg and 8499221_A.pdf).

4.7.1.3 When tables or text are imported into a CAD drawing, the original files in their native format must be included in a zip file with the .dwg.

4.7.1.4 All AutoCAD© drawings must use only AutoCAD© standard menus, line types and fonts as supported by a standard AutoCAD© installation. Custom menus, unique line types, etc. are not permitted.

4.7.1.5 AutoCAD SHX Text must be turned off in the .dwg file prior to plotting, publishing or exporting to PDF.

4.7.1.6 All drawings made using the AutoCAD XREF feature must have all the XREFs bound into the drawing prior to delivery.

4.7.1.7 Subject geometry must be produced in full size (1:1 Scale) in model space. Text, dimensioning, annotations, piece numbers, part callouts, etc. must be produced in the paper space layout. Each sheet of the drawing must be on a separate tab in paper space.

4.7.1.8 MSC drawings must be published in black on white background unless otherwise specified in the task statement. Examples of typical exclusions to this requirement are Fire Control Plans and Damage Control Display Plans, which are published in color on white background.

4.7.2 Standard Drawing Sizes:

4.7.2.1 Unless otherwise specified in the tasking statement, SRDs, CGDs

& ABDs must be developed as ANSI size F, and legibly printed on size B paper. Size H must be used only when the requirement for complete decks to be shown without breaks and at legible scales makes the use of size H unavoidable. When the size H template is used, the width must be adjusted to suit the content.

N7.72.9085.010-WP

DRAWING DEVELOPMENT AND REVISION Page 6 of 29

4.7.2.2 All sheets in multiple sheet drawings must be the same size with the exception of Size A SRD booklets that use Size B sheets to accommodate insertion of detailed tables or figures.

4.7.3 Dimensions:

4.7.3.1 Drawings for ships designed using the International System of

Units (SI) must be developed and dimensioned using SI units; drawings for ships designed using US units must use US units. Dimensions in SI drawings must be in millimeters and dimensions in US units drawings must be in inches for lengths up to sixty (60) inches, and feet and inches for lengths over five (5) feet.

4.7.3.2 Exceptions are acceptable in the List of Materials. For example, if an angle stiffener that was originally rolled and dimensioned in US units is used in a structural alteration of an SI designed ship, the angle must retain its US dimensions instead of artificially defining it in SI units with a hard conversion.

4.7.4 Text Selection:

4.7.4.1 Text in CAD drawings must match the font and sizes modeled in the templates. The template font is a TrueType (TT) romans.shx font to ensure searchable text functionality when converted to PDF format.

4.7.4.2 Text, including text in tables and lists must be multiline-text

(MTEXT).

4.7.4.3 Leaders for text should be attached at the middle of the top line of text unless it hinders legibility in which case they may be attached where they best fit.

4.7.4.4 Text in SRD Booklets (size A) developed in .doc or .xls must be

Times New Roman or Arial, font size 12. Font size 10 may be used in tables.

4.7.5 Layer Color and Line Type Conventions:

4.7.5.1 All CAD drawings must be drawn on a black background.

However, the use of color enhances both the CAD operator’s and end user’s ability to follow and understand the information contained on the CAD file. The use of colors must not result in illegible information upon conversion to white background PDF or printing on white paper. The use of the color yellow is prohibited except for the Centerline Layer and where required by regulatory bodies (ex: B-Class bulkheads and some symbols on Fire Control Plans).

4.7.5.2 Separate layers, colors and line types must be used to separate entities in drawings both to make them easier to identify and to make the future modification of drawings simpler. Layers required on all drawings and examples of additional layers that are subject dependent are shown below. When additional layers are required, color and line types selected must be easily differentiated from the standard layers.

4.9 CAD Required Drawing Elements.

4.9.1 Title Block: A Title Block identifying the class for drawings that have an

‘Applicable Ship’ block, or the ship for ship-specific drawings is required on the first sheet of every drawing. Additional sheets are required to have a Continuation Sheet Title Block.

Sample Title Block (1st Sheet)

N7.72.9085.010-WP

DRAWING DEVELOPMENT AND REVISION Page 10 of 29

a. Title:

Titles for new drawings must be approved by the N7 Project Lead.

CGDs: The first line must be the T-ALT number (ex: “T-ALT 19-

00X”).

SRDs: The first line must be “SELECTED RECORD DRAWING”.

ABDs: The first line must be identical to the associated CGD with AS-

BUILT added (ex: “T-ALT 19-00X AS-BUILT”.

SRD Markups: The first line must be “SRD MARKUP”.

The second line of all drawing types must be brief and contain sufficient information to categorize the drawing and to distinguish it from similar drawings. The third line may contain a subtitle for clarity.

b. SWBS Number:

Ship Work Breakdown Structure (SWBS) is a hierarchical set of numbers used to identify ship configuration by functional group, sub-group and element. For example; Group 300 is Electric Plant, Sub-group 330 is Lighting System, and Element 331 is Lighting Fixtures. A complete listing of SWBS numbers can be found in reference (c).

SWBS numbers selected for a drawing must be SWBS Sub-groups or SWBS elements. For example, SWBS 331 (Lighting Distribution) and SWBS 332 (Lighting Fixtures) may be separate drawings or may be combined into an SWBS 330 (Lighting System) drawing, but SWBS 52X (Sea Water Systems) must not be combined with SWBS 53X (Fresh Water Systems) into an SWBS 500 (Auxiliary Systems) Drawing.

Sample Title Block (Continuation Sheet)

N7.72.9085.010-WP

DRAWING DEVELOPMENT AND REVISION Page 11 of 29

c. Drawing Number: The seven-digit drawing number is assigned by the MSC Technical Library.

d. Revision: When any one sheet of a drawing is revised, the revision on all sheets must be up-reved. (See Section 4.12.3 for exception).

e. Scale: If the drawing is not drawn to scale, “None” must be entered.

f. Drawing Type: See Section 4.1.

g. Sheet Numbers: The first sheet is numbered “Sheet 1 of X,” where X is the total number of sheets. Insert sheets must be labeled with a capital letter after the number. For example, insert sheet 2A. For this reason, the total number of sheets can be different than the actual last page number used.

4.9.2 MSC Signature Block: This block is located to the left of the Title Block.

See Section 4.10.1 for the CGD Approval Block and Section 4.12.1 for the SRD Acceptance Block.

4.9.3 Contractor Approval Block (as applicable): Drawings developed or revised by Contractors must include a block to the left of the MSC Signature Block. For SRDs, this block is changed on each revision. It must include:

a. Company name & location

b. Contract and task identifier

c. Names (F. Last) of contractor personnel drawing, reviewing and approving the drawing for delivery to MSC with applicable dates.

4.9.4 Drawing Border and Zone Markings:

a. When more sheets are required than available in a template, zones on continuation sheets must be sequentially numbered. For example, the second sheet of an F size drawing starts with zone 9-A in the bottom right corner, sheet 3 starts with zone 17-A.

b. When an insert sheet is added during a revision, the insert sheet must have alphabetic zone designators continuing the lettering scheme of the sheet it is inserted after. For example, if sheet 3 is zoned 17-A through 24-F, then insert sheet 3A will be zoned 17-G through 24-L.

4.9.5 Reference Block:

a. Only references called out in the drawing are to be included.

b. CGD references are often SRDs depicting existing structure and systems which are being tied into by the subject alteration.

c. When referencing SRDs, the revision should be included. When referencing CGDs in the same T-ALT specification package, the revision should not be included.

N7.72.9085.010-WP

DRAWING DEVELOPMENT AND REVISION Page 12 of 29

4.9.6 General Notes (GNs):

a. Required General Notes for CGD drawings are included in the templates, and must be tailored as necessary to the specific ship class and drawing purpose.

b. General Notes should not include tasking statements.

c. General Notes should not duplicate content of the General Technical

Requirement (GTR) or the associated Work Item (WI).

d. Specific notes applicable to drawing details should be referred to at the detail location(s) to which they apply (“GN 12”). However, general notes which are broadly applicable to the drawing need not be referenced in the body of the drawing.

4.13 Drawing Development Process.

4.13.1 Development of CGD and SRD Drawings:

a. Templates listed in Section 3.6 must be used.

b. During the development phase, version control is maintained by use of

“Preliminary” markings. Preliminary drawings must use sequential alpha numeric revision indicators to denote that they are preliminary. The first preliminary new drawing submitted for review must be revision “P1” (to indicate first review). All changes made to preliminary drawings must be documented in the drawing’s revision block. Each subsequent submittal must be marked with a unique preliminary revision indicator as specified in the task statement (ex. P1A, P1B or P2, P3). When the N7 Project Lead accepts the drawing, it is marked “Rev –” (or the most up to date revision) and all preliminary revisions marks and notes must be removed.

c. The “Rev. –” drawing is the first issue that has been reviewed and accepted by the N7 Project Lead and is ready for submittal to the regulatory body (when applicable) for approval.

4.13.2 Development of ABDs: During an availability, the Port Engineer provides a set of new drawing numbers to the industrial activity for their use in preparing ABDs. The template for an ABD is normally the associated CGD. It incorporates Change Orders and must be further tailored as follows:

a. Title block:

New drawing number assigned as Rev –

N7.72.9085.010-WP

DRAWING DEVELOPMENT AND REVISION Page 26 of 29

“AS-BUILT” added to the first line of the title (ex: T-ALT 20-XXX

AS-BUILT).

Drawing type changed to ABD

b. Revision block: CGD revisions notes are removed, and revisions made to create the ABD from the CGD baseline are listed.

c. Reference block: Parent CGD and Change Orders are added

d. Weight Control Data Table: Updated or marked with “No Change”.

e. Discipline Specific Design Calculation Tables: Updated or marked with

“No Change”.

f. Contractor Approval Block: Design contractor block replaced with

Industrial Activity approval block.

g. List of New Material updated as needed to identify “or equal” material and equipment installed.

4.13.3 Development of SRD-Ms: The template for an SRD-M is the SRD that requires revision. When an SRD is available in AutoCAD, markups must be clearly indicated, with differing colors and line weights from the original. When only available in .pdf, markups must be made in Adobe. SRD-Ms submitted to the VTL must include:

a. Name, company (or MSC code) of the person that provided the markup and date.

b. Revision notes including List of T-ALTs incorporated or corrections made.

c. Markup drawing file names must use the seven-digit drawing number, revision and “SRD-M” (example; 8499220_A_SRD-M.pdf).

4.14 Drawing Revision Process.

4.14.1 Configuration control is strict and drawing changes can only be made through the formal revision process.

4.14.2 After first approved issue of a drawing, subsequent drawing revisions follow the A, B, C, etc. lettering system. However, letters I, O, P, Q, S, X and Z must not be used.

4.14.3 Revision Development Control: The version control process of new revisions to approved drawings is the same as the process for development of first issue drawings.

4.14.4 Marking of Revisions: The revision letter and change number must be indicated in the body of the drawing adjacent to each change location using a triangle with the revision letter inside and the change number noted as a superscript outside the triangle. An example of a revision triangle is shown below.

N7.72.9085.010-WP

DRAWING DEVELOPMENT AND REVISION Page 27 of 29

a. Changes must be made by adding, deleting or redrawing.

b. An existing sheet must not be “deleted”, only superseded or replaced.

4.14.5 SRDs are revised for multiple reasons including, incorporation of changes made by TRANSALTS to reflecting current configuration, conversion from class drawings to ship specific drawings, and correction of drawing numbers or content. The contractor approval block must be updated at each revision. In addition to the Revision Block requirements contained in Section 4.9.7, a descriptive Revision Note providing high level information about the revision must be included. Samples are listed below; text within [ ] must be customized to the specific task.

4.14.5.1 For Conversion of SRD Applicability from Class to Ship Specific when configuration changes are identified through ship checks (ex. T-AK Class):

THIS SHIP-SPECIFIC SRD WAS CREATED BY [COMPANY OR RESERVE UNIT] FROM [BUILDER’S]

CLASS-WIDE SRD, [BUILDER] DRAWING NUMBER [XXX-XXX-XXXX, REVISION X]. THE DRAWING

WAS MADE SHIP SPECIFIC TO [T-XX] BY REMOVING ALL REVISION NOTATIONS, REGULATORY

BODY APPROVALS AND PREVIOUSLY ASSIGNED DRAWING NUMBERS AND ASSIGNING A NEW

DRAWING NUMBER. A SHIP CHECK WAS PERFORMED [MM/YYYY] AND ACTUAL CONFIGURATION

WAS CAPTURED IN THIS DRAWING."

4.14.5.2 For Conversion of SRD Applicability from Class to Ship Specific when configuration changes are identified through builder and T-ALT documentation (ex. T- AKE Class):

THIS SHIP-SPECIFIC SRD WAS CREATED BY [COMPANY OR RESERVE UNIT] FROM [BUILDER’S]

CLASS-WIDE SRD, NAVSEA DRAWING NUMBER [XXXXXXX] ([BUILDER] DRAWING NUMBER [XXX-

XXX-XXXX, REVISION X]. A SHIPCHECK WAS NOT PERFORMED. THE DRAWING WAS MADE SHIP

SPECIFIC TO [T-XXX] BY [CUSTOMIZATION EXAMPLE; REMOVING ALL REVISIONS, REVISION

NOTATIONS, PMSXXX OR REGULATORY BODY APPROVALS AND PREVIOUSLY ASSIGNED

DRAWING NUMBERS, AND ASSIGNING A NEW DRAWING NUMBER. ADDITIONALLY, NOTE 1 OF

THE ORIGINAL CLASS-WIDE SRD THAT REFERRED TO THE BOOKLET OF SYSTEM DIAGRAMS

NAVSEA DRAWING NUMBER … WAS ELIMINATED. ALL REFERENCES, LIST OF EQUIPMENT, NOTES

AND STANDARD SYMBOLS, CONTAINED IN THE BOOKLET AND APPLICABLE TO THIS SYSTEM

DIAGRAM, HAVE BEEN INCORPORATED INTO THIS SRD]."

4.14.5.3 For Conversion of SRDs to Correct Drawing Number (ex. T-EPF

Class):

THIS SRD WAS CREATED FROM [BUILDER’S] SHIP SPECIFIC SRD, NAVSEA DRAWING NUMBER

[XXXXXXX] ([BUILDER] DRAWING NUMBER [XXX-XXX-XXXX, REVISION X]). A NEW DRAWING

NUMBER WAS ASSIGNED TO CORRECT DUPLICATE USE OF THE ORIGINALLY ASSIGNED NAVSEA

DRAWING NUMBER. ADDITIONAL CHANGES MADE INCLUDE [CUSTOMIZATION EXAMPLE;

DRAWING DEVELOPMENT AND REVISION Page 28 of 29

REMOVING ALL REVISION NOTATIONS, REGULATORY BODY APPROVALS, CORRECTING

REFERENCED DRAWING NUMBERS AND REFORMATTING PER MSC’S SRD STANDARD FORMAT.]

4.14.6 Superseding and Revising Drawing Applicability: Drawings must be revised rather than superseded when possible, since a change to the drawing number disrupts the association to other drawings and documents where its referenced. However, new number assignments are sometimes necessary. Examples include converting from a class SRD to a set of ship specific SRDs and when correcting duplicate use of a drawing number assigned by the builder. In these cases, below guidance applies:

4.14.6.1 If the original SRD is ship specific: The original drawing must be superseded by the new drawing number and the original drawing must be watermark stamped “SUPERSEDED BY XXX-XXXXXXX” on the first sheet (at minimum) and upreved. The final revision note must state: THIS DRAWING HAS BEEN SUPERSEDED BY DRAWING

NUMBER XXXXXXX.

4.14.6.2 If the original SRD is applicable to a class or more than one ship but a ship specific drawing has not been created for all ships: The original drawing must be revised to remove the subject vessel applicability (strike through) and upreved with a revision note indicating the new ship specific SRD drawing number.

4.14.6.3 If the original SRD was applicable to the class or more than one ship and the revision results in the last ship being removed from the applicability list: The drawing becomes fully superseded and must be upreved a final time and watermark stamped “SUPERSEDED”. The final rev note must state “THIS DRAWING HAS BEEN SUPERSEDED” followed by the superseding ship specific SRD numbers for each ship that was originally applicable.
