This document is a military procedure establishing guidance for Military Sealift Command (MSC) personnel on the selection and use of Personal Protective Equipment (PPE) and protective clothing in hazardous conditions. The procedure applies to all MSC civilian and military employees, both afloat and ashore, and additionally applies to Civilian Mariners (CIVMARs) who must follow supplementary procedures outlined in the MSC Safety Management System.

The procedure mandates specific PPE and clothing standards: hard hats must comply with ANSI standard Z-89.1; safety shoes must meet ASTM F2413-18 standard or higher with slip resistance and puncture/compression/static protection; appropriate gloves must be provided for tasks exposing hands to cutting, chemical, or thermal hazards; and protective clothing in hot work areas or machinery spaces must meet National Fire Protection Association (NFPA) standard 70E with minimum Hazard Risk Category 2 (HRC 2) rating with long sleeves. Personal Flotation Devices (PFD) must be U.S. Coast Guard approved for all personnel working on deck during underway replenishment, near water, or in small boats. Roles and responsibilities are distributed among N02FS Force Safety, N4 Logistics, N8 Comptroller, program managers, ships' masters, safety officers, department heads, supervisors, and all personnel. MSC reimburses eligible shore-side employees and new-hire CIVMARs once annually for safety shoes (maximum $125), safety glasses (maximum $300), and coveralls (maximum $500), provided they meet applicable standards and receive authorization from an Approving Official. Reimbursement requests require a sales receipt and Optional Form 1164 submitted to the MSC Comptroller at MSC_N822_SFTYSHOE1034@us.navy.mil.

4.10.3 Notify their immediate supervisor if required PPE or protective clothing is not available or in a condition that will not provide proper protection.

5 PROCEDURES / PROCESSES:

5.1 General Required PPE and Protective Clothing.

5.1.1. All PPE and protective clothing must have a design and construction appropriate for the work performed. Federal agencies, standards organizations (i.e., American National Standards Institute (ANSI)), and recognized approval authorities (i.e., UL or ASTM) have developed standards and specifications for the design and use of PPE and protective clothing.

MSC personnel must only use approved PPE and protective clothing items.

5.1.2. PPE and protective clothing do not eliminate all hazards for the wearer. They establish an important safety barrier and, in many ways, act as a “last line of defense against some hazards.” Any PPE failure or misuse immediately exposes the wearer to the hazard.

Additionally, both PPE and protective clothing, through misapplication or improper maintenance, can become ineffective without the wearer’s knowledge, and can subject the wearer to catastrophic consequences. For this reason, proper selection, maintenance, training, and use of PPE are key elements in preventing injury.

5.2 PPE Types

5.2.1 Head Protection. When there is any potential for falling or flying objects, all personnel must wear hard hats approved in accordance with ANSI standard Z-89.1. This includes during routine ship evolutions and during shipyard operations or at shipyard periods.

Metal hard hats are not acceptable for shipboard use.

5.2.2 Foot Protection. Shipboard environments expose personnel to foot hazards. All personnel assigned to the ship and transients (temporary riders) must wear ANSI approved safety foot protection when onboard MSC ships.

5.2.2.1 Standard stock safety shoes, with built-in toe protection and non-slip soles, primarily prevent or reduce the severity of injury from shipboard hazards. Safety shoes must meet the latest ASTM F2413 standard (18 or higher) that provide slip resistance, and puncture, compression, and static protection. Personnel should replace their safety shoes as soon as the shoes exhibit wear, such that they can no longer provide intended foot protection.

5.2.3 Hand protection. When potential hazards expose an MSC ashore or afloat employee’s hands to risk of injury, the employee must wear appropriate gloves for hand protection. Such hazards include skin absorption from harmful substances; severe cuts or lacerations, abrasions, or punctures; chemical irritants or thermal burns; and harmful temperature

PERSONAL PROTECTIVE EQUIPMENT Page 5 of 8 extremes. Appropriate protective gloves are dependent upon the specific task, environmental conditions, and expected hazards.

5.2.4. Protective Clothing. Shipboard environments expose personnel to risk of fire-related skin injury. The Shipboard Safety Officer and workplace supervisor should conduct a workplace assessment to identify potential skin injury hazards. Employees, with the assistance of supervisor, will select the appropriate protective clothing based upon industrial hygiene survey reports, continuous workplace assessments, and evaluation of assigned tasks and clothing performance characteristics.

5.2.4.1. Fire Retardant (FR) synthetic clothing is appropriate for shipboard or shore side hot work areas or machinery spaces. Protective clothing must meet the latest National Fire Protection Association (NFPA) standard 70e with a minimum Hazard Risk Category of 2 (HRC 2). FR rated clothing must have a visible external tag indicating HRC 2 rating. Shirts must have long sleeves and cannot be altered, cut, or made into “short” sleeves. CIVMARs or shore side staff simply transiting through theses spaces are not required to wear HRC 2 clothes.

5.2.5 Personal Flotation Devices (PFD). All shipboard personnel, assigned and temporary, must wear a U.S. Coast Guard approved PFD while working on deck during underway replenishment at sea, near or over the water, in small boats or rigid hull inflatable boats (RHIBs), and when involved in flight deck operations. The required PFD types for each of these evolutions are delineated in reference (e). Coast Guard approved work vests must be stowed separately from regular Coast Guard approved abandon ship life preservers.

5.3 Issuance and Distribution of PPE

5.3.1 MSC provides shipboard CIVMARs, and shore staff required to work aboard ship, with PPE appropriate for the work and expected hazards of the workplace. This includes safety gloves, hard hats, PFDs, shoes, and clothing.

5.3.2 The shipboard Supply Officer procures and issues safety PPE to assigned supervisors, crewmembers and ashore employees onboard as needed via AEL.

5.3.3 MSC shore staff required to work aboard ship, and those CIVMARs undergoing initial employment with MSC during CIVMAR New Employee Orientation (NEO), may purchase safety shoes through a private vendor and obtain reimbursement per the procedures in enclosure (1).

5.3.3.1 In all cases, issuance and reimbursement of safety shoes is subject to authorization by an Approving Official (shipboard Safety or Supply Officers, shore side Supervisor, or the NEO director’s representative), who verifies the need for the safety shoes (first
