About this file

This is a pricing template (Exhibit B - Rate Table) for the MSC Technical Library Management Services contract, a Request for Quotation (RFQ) solicitation issued by the Department of the Navy Military Sealift Command. The template is structured to capture labor costs (regular and overtime), travel expenses, and material costs across a base period of 10 months (10/01/2026 – 7/31/2027) and four 12-month option years, plus a 6-month extension. Quoters must populate hourly labor rates for seven position categories based at Naval Station Norfolk: Engineering Tech VI with Drafting Experience (1 person), Engineering Technician Level V with Drafting Experience (3 people), First Line Supervisor/Librarian (1 person), Media Specialist III (2 people), Media Specialist II (2 people), Media Specialist I (2 people), and Library IT Systems Administrator (1 person). Regular labor is estimated at 160 hours per month per person, with overtime hours varying by position (5–20 hours monthly). The template includes an automatic escalation mechanism allowing contractors to input an annual labor rate increase percentage rather than accepting yearly SCA Wage Determination increases.

Travel costs are estimated at 8 trips annually to eight locations (Singapore, Guam, South Korea, Spain, Portland OR, Charleston SC, San Diego CA, and Mobile AL), with 3 contractors per trip at 10 days each; contractors must price cost-per-person inclusive of airfare, lodging, per diem, and transportation. The material section captures three cost categories: consumables, software tools, and licenses. All cells are rounded to the nearest dollar per Section L requirements, and formulas automatically calculate period totals and contract value from entered rates. This is an 8(a) small business set-aside, with the RFQ due 08/28/2026. The rate table is the final version (REV 3, issued 08/21/2026) that quoters must use for submission; previous revisions have been superseded.
