About this file

This is a Questions and Answers (Q&A) document for RFQ N3220526Q0069, a recompete of a Naval Sea Systems Command (NAVSEA) contract for Technical Library Services at MSC N7. The incumbent contractor is Trinity-Nextstep, LLC under contract N3220521C4205.

The contract requires management of a virtual technical library including engineering drawings, technical manuals, AutoCAD-compatible drawings, 3D modeling, drawing creation, markups, and revisions. The required staffing consists of 12 full-time equivalent personnel: one Engineering Technician Level VI with Drafting Experience, three Engineering Technician Level V with Drafting Experience, one First Line Supervisor Librarian, three Media Specialists (one each of Level I, II, and III), two Media Technicians, and one General Clerk. All personnel must possess or be eligible to obtain an active Confidential security clearance prior to contract performance. The contract is firm-fixed-price (FFP) with a 10-month base period and option periods, subject to the Service Contract Act. Pricing includes labor (regular and overtime), travel to eight annual shipboard locations (Singapore, Guam, Spain, and South Korea), and minor consumable materials and software tools. The evaluation is Lowest Price Technically Acceptable (LPTA), with Factor 1 addressing prior experience (minimum $1 million value demonstrating comparable engineering information management and technical publications), Factor 2 addressing past performance, and Factor 3 addressing total price. Key amendments clarified CMMC Level 1 (Self) requirements, corrected staffing matrices and labor categories, confirmed travel assumptions at 10 total days per trip, and removed Controlled Unclassified Information markings from the Performance Work Statement.

No. Question Section of Document Answers Amended Document

Can we request the current incumbent and contract number associated to this recompete? N/A Contract Number: N3220521C4205, Incumbent: Trinity-Nextstep, LLC

Factor 1 requires prior contracts demonstrating management of a virtual technical library including engineering drawings, technical manuals, AutoCAD-compatible drawings, 3D modeling, new drawing creation, markups, and revisions. May these requirements be demonstrated cumulatively across the one to three submitted contracts, or must each individual contract independently demonstrate every required capability?

Solicitation - N3220526Q0069, Section L – Factor 1 (Prior Experience), p. 34, para 1

The requirements listed in section L can be demonstrated cumulatively across one to three submitted contracts.

The total number of staff shown in the table on pages 4 and 5 and the Regular Labor Estimate in Exhibit B add up to 12 full time equivalents (FTE) ; however, the total at the bottom of the tables on page 5 only references ten personnel. Please confirm the required minimum staffing level and provide the correct staffing matrix.

Attachment 1 - FINAL PWS - MSC N7 Technical Library Services 20260714 , Exhibit B - Rate Table Tech Library, 7.3. Personnel Tab "Regular Labor Estimate", p. 5, table

12 is the correct number of the required personnel, the typo in the PWS has been corrected.

Attachment 1 - FINAL PWS - MSC N7 Technical Library Services REV 1

The staffing labor mix in Attachment 1 and Exhibit B include different positions. Attachment 1 requires:

1 Engineering Technician Level VI with Drafting Experience 3 Engineering Technician Level V with Drafting Experience

In Exhibit B, the requirement is for:

1 Engineering Tech Level V 3 Engineering Tech Level IV

Will the Government please confirm the number and level for the Engineer Technicians?

Attachment 1 - FINAL PWS - MSC N7 Technical Library Services 20260714, Exhibit B - Rate Table Tech Library, 7.3. Personnel Tab "Regular Labor Estimate", p. 5, table

The correct labor categories are stated in Attachment 1. Exhibit B has been revised to reflect the typos. The labor categories are as follows: 1 Engineering Technician Level VI with Drafting Experience, 3 Engineering Technician Level V with Drafting Experience.

See Exhibit B - Rate Table Tech Library REV 1 (Only use this version for pricing submission)

Please clarify whether all proposed personnel must possess active Confidential clearances at time of proposal submission, at contract award, or prior to beginning performance. Will personnel eligible to obtain a Confidential clearance be acceptable?

Solicitation - N3220526Q0069, 7.3. Personnel, p.

4, para 1

Personnel eligible to obtain a Confidential clearance will be acceptable with the submission of quote. All contractors working under the positions listed in the PWS need to have an active Confidential clearance at the start of the contract's period of performance.

Section L, Factor 1 requires prior contracts to demonstrate management of a virtual technical library that directly aligns with all administrative, data and technical elements.

Given the highly specific combination of required capabilities, the Government may significantly limit the number of otherwise highly qualified offerors with extensive experience supporting engineering information management, technical publications, configuration management, digital engineering repositories, technical documentation, and technical library operations for DoD and other Federal agencies.

To encourage robust competition while still ensuring relevant experience, would the Government consider expanding equivalent experience language to include comparable engineering information management, technical publication, configuration management, or engineering repository operations?

Solicitation - N3220526Q0069, Section L – Factor 1 (Prior Experience), p. 34, para 1

Yes, the Government will consider experience to include comparable engineering information and technical publications such as drawings or manuals.

Per DFARS 252.204-7025 Notice of Cybersecurity Maturity Model Certification Level Requirements, we are requesting per the recent DOW suspension for CMMC Phase 2 certifications, will the Navy remove this requirement from the solicitation? Solicitation - N3220526Q0069 Clauses pages 21-

23, 35-36

Per DOW, Cybersecurity Maturity Model Certification (CMMC) Level 2 has been suspended. Clauses DFARS 252.204-7021 Contractor Compliance with the Cybersecurity Maturity Model Certification Level Requirements and DFARS 252.204-7025 Notice of Cybersecurity Maturity Model Certification Level Requirements still apply to the solicitation, however, the CMMC level has been updated to reflect CMMC Level 1 (Self) as the requirement.

Solicitation -

N3220526Q0069 DFARS

clause 252.204-7021 and DFARS provision 252.204- 7025 has been updated to CMMC Level 1 (Self)

Section L requires 8 trips for 3 people, 10 days per trip.

Exhibit B, cells B8 and B14 show 10 days and 12 days respectively.

Would the Government please clarify if the total travel days for the trips are 10 days or 12 days?

Section L, Instructions, Factor 3: Price, e

And

Exhibit B, Travel Estimate Tab , Solicitation - N3220526Q0069 - Page 34

Exhibit B - Rate Table, "Travel Estimate" Tab, Cell B14 has been corrected to 10 days.

Exhibit B - Rate Table - Tech Library REV 1

The estimated costs may vary among bidders (especially airfare) depending on which city the trips depart from.

In addition, the instructions do not indicate which trips should be included in the required 8 trips to be quoted.

Since this is LPTA and Section M indicates the quoters' total price will be evaluated, will the Government consider providing a plug number for estimated costs to avoid uneven impacts to the evaluated price and potential post-award protests?

Section L, Instructions, Factor 3: Price, e

Section M, Factor 3 – Price. Solicitation - N3220526Q0069 - Page 34 and 37

In order to alleviate some concerns regarding pricing travel, we have added the historical locations into the Rate Table. The estimated travel plan is traveling to each of the locations once a year, each year; however, this is subject to change due to ship availability. When accounting for risk in schedule changes, as this is FFP, it is up to your company to price accordingly.

Exhibit B - Rate Table - Tech Library REV 1

As indicated in the highlighted text, the CO states that the awardee is required to possess CMMC Level 2 (self).

Given the recent announcement of the pause on CMMC certification, will the Government provide a corrected RFP and an addendum removing the CMMC requirement?

252.204-7025 Notice of Cybersecurity Maturity Model Certification Level Requirements.

Solicitation - N3220526Q0069 - Page 36 Previously answered in Question #7

The PWS was posted on sam.gov with Controlled Unclassified Information (CUI) text at the top and bottom of each page.

Would the government clarify if this document is subject to CUI restrictions? If it is not, will the Government either remove the markings or, by amendment, indicate the document is NOT CUI?

If it is, will the Government apply the correct CUI markings, cover sheet, classification authority, etc.? Attachment 1 PWS CUI Marking is not required and has been removed from the PWS.

Attachment 1 - FINAL PWS - MSC N7 Technical Library Services REV 1

Since the Government doesn’t explicitly indicate exact amounts of material needed to perform this contract, quoters may submit varied total costs.

Since this is LPTA and Section M indicated the quoters' total price will be evaluated, will the Government consider providing a plug number for estimated costs to avoid uneven impacts to the evaluated price and potential post-award protests? Exhibit B

An example of Materials that may be needed include, but are not limited to, screen extenders for shipboard projects or a hard drive to back up their data, pens, flashlights and notebooks. However, quoters are expected to use their own commercial judgment, vendor pricing, and technical approach to estimate these minor costs.

Technical Library - Questions/Answers - RFQ N3220526Q0069

The RFP indicates that the quoter may not submit altered documents. However, Attachment 7 is an unfillable PDF the way it is posted.

May quoters revise the document to make it fillable to provide POCs convenience in filling out the form? Attachment 7 Past Performance Questionnaire

Yes, please add fillable text fields to the document to complete the form without altering the original text.

Is there an incumbent vendor currently performing this work?

If yes, please provide the vendor's name and the contract/task order number. N/A Previously answered in Question #1

Would the Government confirm that quoters are required to submit only one past performance reference to be technically acceptable with the solicitation requirement?

Factor 1: Prior Experience, Solicitation - N3220526Q0069 - Page 33

A minimum of 1 prior experience contract is required for Factor 1. However, quoters may submit up to 3 contracts total. In order to be technically acceptable, response must comply with requirements in Factor 1.

If a quoter chooses to propose alternate hours, where in Exhibit B should the offeror put the required justification for the alternate hours?

Factor 3: Price, Solicitation - N3220526Q0069 -

The Government has provided an estimated number of hours within the pricing spreadsheet, based on historical data, for Full Time Employees (FTEs). The estimated number of hours may be altered if the quoter chooses to do so, as needed with a valid justification in a text box below the excel data, however it should not alter the FTE status.

The Travel Estimate tab included in Exhibit B should be expanded to identify the specific travel locations along with estimated travel dates for each destination within the period.

Providing this information will help ensure consistent assumptions and pricing across all quoters.

Would the Government please confirm that quoters may add supplemental tables or sections within the Exhibit B Travel Estimate tab as needed to document travel assumptions and develop accurate cost estimates?

Exhibit B Rate Table and Factor 3: Price, Solicitation - N3220526Q0069 - Page 34

Yes, supplemental tables or sections within the travel estimate tab can be added as needed. However, please note that there are formulas in the spreadsheet;

editing the spreadsheet may disrup these formulas and alter contract totals.

Given the contract is subject to the Service Contract Act as stated on page 34 of the RFQ and the tab labeled, “Regular Labor Estimate” located in Exhibit B indicates a labor rate percentage increase per year as shown in cell C14, will the SCA staff be subject to equitable adjustments in accordance with FAR 52.222-43?

Exhibit B Rate Table and Factor 3: Price, Solicitation - N3220526Q0069 - Page 34

If you build an annual escalation rate (such as the percentage shown in Exhibit B, cell C14) directly into your option-year pricing, you are essentially pre-pricing your labor increases. Under the rules of FAR 52.222-43(b), the contractor warrants that the prices proposed for option periods do not include any allowance for any contingency to cover increased costs for which adjustment is provided under the clause. Consequently, you cannot receive a double adjustment (both your proposed escalation percentage and a government-backed FAR 52.222-43 equitable adjustment) for the same wage increases. If a labor rate increase is added to any labor rates under SCA, a wage increase will not be provided yearly.

Would the Government please update the formula in cell D14 of the Travel Estimate Tab of Exhibit B? Exhibit B Rate Table Formula has been updated.

Exhibit B - Rate Table - Tech Library REV 1

Would the Government consider revising the past-performance magnitude criterion to permit submission of relevant contracts valued at $750k or greater?

Alternatively, may an offeror rely on the combined value of multiple relevant contracts to satisfy the $1 million magnitude threshold?

Solicitation - N3220526Q0069, Page 34, Section L, Prior Experience

The Government will not revise the past-performance magnitude threshold to $750,000, nor will it permit aggregating multiple contracts to meet the $1 million requirement. The $1 million single-contract threshold is a risk-mitigation metric established to evaluate a quoter's capability to manage the unique operational, financial, and management complexities associated with a single high-dollar effort.

The predecessor solicitation, N3220521R4205, incorporated FAR 52.222-41, Service Contract Labor Standards, and an applicable Department of Labor wage determination. FAR 52.222-41 requires the incumbent contractor to provide the Contracting Officer with a certified list of service employees and their employment anniversary dates for successor-contract transition.

Please confirm that the Government will obtain and provide the certified employee list to the successful offeror at the commencement of performance. Additionally, because qualifying predecessor service affects vacation entitlement under Attachment 6, will the Government provide offerors, before proposal submission, an anonymized schedule showing:

• The number of incumbent employees in each applicable vacation-service tier; and

• The employment anniversary month for each incumbent employee?

If this information will not be provided, please establish a common vacation-tenure assumption for all offerors to use in preparing their firm-fixed-price proposals. N/A

The Government will not provide an anonymized seniority list prior to award, nor will it establish a common vacation-tenure assumption for proposal pricing. If the quoter chooses to hire the incumbent contractor's employees, any associated vacation tenure and its corresponding cost liability is a business risk that the quoter must assume.

Exhibit B requires offerors to provide firm-fixed prices by period for Consumables, Software Tools, and Licenses. Please identify the specific materials, consumables, software tools, and licenses the Contractor is expected to furnish. Please also clarify whether the Government will provide paper, toner/ink, lamination supplies, labels, document-repair supplies, electronic media/DVDs, shipping and packaging supplies, and scanning equipment required for shipboard travel. Exhibit B - Rate Table - Technical Library

Materials that may be required are answered in question 12. The Government will provide paper, toner/ink, lamination supplies, labels, document-repair supplies, electronic media/DVDs, shipping and packaging supplies, and scanning equipment required for shipboard travel.

To establish a common pricing basis for all offerors, please provide the historical annual expenditures or quantities used under the incumbent contract for Consumables, Software Tools, and Licenses. If historical information is unavailable, will the Government provide estimated quantities or a common plug amount that all offerors should use for the Material portion of Exhibit B? Exhibit B - Rate Table - Technical Library

The Government will not provide historical cost data or estimated plug amounts for minor materials. Since consumables, software tools, and licenses do not constitute a significant portion of the total contract price, quoters are expected to use their own commercial judgment, vendor pricing, and technical approach to estimate these minor costs.

The Exhibit B Travel Estimate tab appears to direct offerors to estimate 8 trips per Base and Option period using 3 travelers per trip, 10 per diem days per traveler, 3 airline tickets per trip, and 12 transportation/parking days per trip. Please confirm that these are Government-directed common pricing assumptions that all offerors must use.

Please also explain why transportation and parking are calculated for 12 days while per diem is calculated for 10 days. Exhibit B - Rate Table - Technical Library

The rate table has been updated to reflect the accurate information. The estimate for each trip is 10 total days. Each trip's travel days may vary depending on the distance. Please utilize this information to account for travel, per-diem, lodging, rental-car, and parking days per trip.

Exhibit B - Rate Table - Tech Library REV 1

PWS 5.4.3 states that the Contractor may be required to accompany a Government engineer on ship checks for drawing-development tasks. Please clarify whether these drawing-development ship checks are included within the eight annual vessel trips identified in PWS §5.6 and within the Exhibit B travel assumptions. If they are additional, please provide the estimated number of ship checks per contract period, anticipated number and labor categories of contractor personnel required, average trip duration, and expected locations so all offerors may price the requirement on a common basis. Attachment 1 - PWS, PWS 5.4.3

The drawing-development ship checks are included within the eight annual vessel trips identified in the PWS and within the Exhibit B travel assumptions.

PWS paragraph 5.6 and the Section L price instructions require contractor employees to perform travel and services at potential overseas locations, including Singapore, Guam, Spain, and South Korea. Section I includes FAR 52.228-5 but does not include FAR 52.228-3, Workers’ Compensation Insurance—Defense Base Act, or FAR 52.228-4. Please confirm whether Defense Base Act coverage is required for U.S.-based contractor employees performing these temporary overseas assignments. If DBA coverage is required, please amend the solicitation to include the applicable clause and provide a common pricing assumption identifying the estimated number of overseas trips, employee-days, or payroll subject to DBA coverage. If DBA coverage is not required, please confirm that determination in writing.

Solicitation - N3220526Q0069 (Clauses), and Attachment 1 - PWS 5.6

This is not a public-work contract; therefore, in accordance with FAR 28.309, neither FAR 52.228-3 or 52.228-4 will be included.

The solicitation incorporates FAR 52.228-5; however, the solicitation does not provide an insurance schedule identifying the required types of insurance, minimum coverage limits, or required endorsements. Please amend the solicitation to identify all required insurance coverages and minimum limits applicable

IAW RFO 28.306(b), the coverage specified in RFO 28.307-2 shall be required.

Please refer to newly added PWS REV 1 section 11.4 for minimum insurance requirements.

Attachment 1 - FINAL PWS - MSC N7 Technical Library Services REV 1

PWS Section 7.3 states that the key personnel designations are set forth in the Personnel Qualifications section. However, PWS Section 7.3.2 lists qualifications for all labor categories but does not separately identify which positions are designated as key personnel. Please identify each labor category or position designated as key personnel and therefore subject to the substitution requirements of PWS Section 7.3.1.7. If all 10 contractor personnel are considered key personnel, please confirm. PWS sections 7.3, 7.3.2, 7.3.1.7.

All positions listed in the PWS section 7.3 are considered key personnel. Please note, the total number of personnel listed in section 7.3 have been updated from 10 to 12, to correct the typo.

Attachment 1 - FINAL PWS - MSC N7 Technical Library Services REV 1

The solicitation contains inconsistent references to the Engineering Technician labor categories. Please confirm that the required staffing is one (1) Engineering Technician Level VI and three (3) Engineering Technician Level Vs, and revise the PWS, Exhibit B, and any other affected sections of the solicitation to consistently reflect these labor categories throughout. Answered in question #4.

Section L states that failure to address items in the “attached submission package” may make a quote ineligible, but no separate submission package or compliance checklist is identified in Section J. Please identify and provide the controlling submission package or confirm that the four Required Documents and Factors 1-3 constitute the complete submission package.

Solicitation - N3220526Q0069, Page 33, Section L, paragraph c

Please see the solicitation section L for the list of required documents to be included with the quote in addition to the items listed under factors 1-3.

Please provide the maximum email attachment size, required file-naming convention, whether multiple sequential emails are permitted, and whether DoD SAFE may be used if the quote package exceeds the email limit.

Solicitation - N3220526Q0069, Page 34, Section L, Email Submission Instructions

Please send as much information in a single email as possible. If needed, multiple sequential emails, to include numbering of emails, are permitted (Example: Email 1 of 4, 2 of 4 and so on). DOD SAFE may be used if the quote package exceeds the email limit and multiple sequential emails aren't possible. If required to use DOD SAFE, email the above contacts with this information, prior to sending.

Please confirm whether the quote requires a separate technical approach, management approach, staffing plan, transition plan, key-personnel resumes, or letters of commitment. Section L lists only the four Required Documents and Factors 1-3, while the PWS establishes detailed personnel qualifications.

Solicitation - N3220526Q0069; Attachment 1 - Final PWS - MSC N7 Technical Library Services, Pages 33-24 and Pages 4-6, Section L, Required Quote Content; PWS 7.3

A technical proposal including management, staffing, transition plan are not required. By submitting a quote you are certifying you can complete the requirements of the PWS. The Technical Evaluation will only consist of verifyng you have the prior experience as required in section L. Please refer to section L for the required submission documents and Factors 1-3.

Is one performance questionnaire required for every contract submitted under Factor 1, or may the Government evaluate a smaller set of questionnaires or CPARS records?

Solicitation - N3220526Q0069; Attachment 7 - Performance Questionnaire, Pages 34 and 1, Section L, Factor 2; Attachment 7 Submission Instructions

In accordance with Section L Factor 2, The quoter shall have their current or previous employer submit Attachment #7 to the Government based on prior contracts submitted for Factor 1. If desired, the quoter may submit the CPARS evaluation as well. Past Performance Questionnaires are not required for each contract submitted under Factor 1, but is recommended. The Government will evaluate past performance that has been received. If no PPQs are received, the government may use additional resources to identify past performance for these contracts.

Section L states both that the questionnaire shall be submitted and that an existing CPARS evaluation can be submitted with the quote. Does a current CPARS evaluation replace the questionnaire for that contract, or are both required?

Solicitation - N3220526Q0069; Attachment 7 - Performance Questionnaire, Pages 34 and 1, Section L, Factor 2; Attachment 7

A CPARS submission does not replace the PPQ submission. Quoter will not be penalized if PPQ is not received. However, either way the Government will evaluate what is received and may utilize additional resources to identify past performance for these contracts, if needed.

Section M initially states that an acceptable rating is required for Factor 1, while Factor 2 is also rated acceptable/unacceptable.

Please confirm that a quoter must receive an acceptable rating for both Factor 1 and Factor 2 before price is evaluated.

Solicitation - N3220526Q0069, Pages 37-38, Section M, Basis for Award and Factors 1-2

As stated in Section M, in order to be considered Acceptable, quoters must receive an acceptable rating for Factor I in its entirety. Unacceptable technical rating will not be further evaluated and will not be considered for award.

Please issue a corrected pricing workbook. The file contains incomplete formulas and links: most labor and overtime extended-price cells are blank, only the base-period total cells contain formulas, the Summary is not linked to detail worksheets, the Material worksheet contains no total formulas, and option/extension calculations are not populated. Exhibit B - Rate Table REV 1, has been revised to include formulas and a color cordinated key to show which ones shall be edited and which shall not. Please do not edit any cells that are embedded with formulas. See revised rate table for full instructions.

The labor estimate uses 160 hours per person per month, while the PWS describes a standard 40-hour workweek. Please confirm whether 160 hours is a fixed evaluation assumption, productive-hour estimate excluding leave/holidays, or a minimum monthly billing quantity.

Exhibit B - Rate Table - Tech Library; Attachment 1 - Final PWS - MSC N7 Technical Library Services, Page 7, Regular Labor Estimate, Column D; PWS 10.1

160 hours is a fixed evaluation assumption. If the quoter chooses to alter the amount of FTE hours, quoter must provide justification in excel box below the data.

The PWS personnel quantities sum to 12 personnel, but the table states “10 TOTAL,” and Exhibit B also prices 12 personnel.

Please correct the total and confirm the required minimum staffing quantity.
