About this opportunity
Naval Sea Systems Command, through Naval Surface Warfare Center Carderock Division, seeks moving services for NSWCCD locations including West Bethesda, Olney, and Washington Navy Yard under a firm fixed-price contract with a 12-month base year plus three optional one-year periods, with proposals due August 19, 2026 at 12:00 PM EDT. The procurement is set-aside for total small business (NAICS 484210, PSC V301; small business threshold $34 million).
Place of performance is Westlake, Maryland 20817, with services provided across NSWCCD detachments and subordinate support sites in West Bethesda, Olney, and Washington Navy Yard, plus offsite large moves to locations including Norfolk, Memphis, and Fort Lauderdale. The contractor must maintain a dedicated onsite crew consisting of one supervisor, one technician (installer/handler), one driver, and one inventory/furniture specialist, working 8 hours daily Monday through Friday except federal holidays. Work encompasses small moves (estimated 848 annual tickets for up to 25 furniture pieces), medium moves (488 annual tickets, including 26 recurring biweekly moves to Olney, up to 10 cubicle occupants or 2,000-lb pallets), and large moves (326 annual tickets plus approximately 12 offsite large moves annually, up to 25 cubicle occupants or 5,000-lb equipment). Services include furniture installation and movement of office equipment, IT hardware, and specialized items such as museum-quality ship models up to 12 feet in length. All transportation, fuel, lodging, per diem, and travel costs for offsite moves must be included in the annual firm fixed price.
Personnel must hold active, valid installer/technician certifications from JSI, Allsteel, Steelcase, and Gunlock, collectively held across the team, and possess valid forklift operation certification (NAVSUP 538, 6th edition) and commercial truck operation certification (Maryland Class C license or equivalent). The incumbent contract value for the final option year was $467,716.98 under contract W912BU20C0013. Service Contract Act wage determination 4269-2015 Rev 32 (effective March 30, 2026) applies, with wage and fringe-benefit adjustments during option years. The contractor must submit a detailed cost breakdown by position showing direct labor rates, overhead, G&A, profit, and fully burdened rates based on 2,000 standard annual hours per employee. Award will be made to the lowest priced, technically acceptable quotation. Technical acceptability requires three years of relevant project examples and valid furniture manufacturer certifications. Amendment 0002 (August 17, 2026) incorporated Request for Clarification responses and extended the deadline from August 17 to August 19, 2026.
