About this file

This is Amendment 0002 to Solicitation N0016726Q1119, issued by the Naval Surface Warfare Center Carderock Division on August 17, 2026. The amendment incorporates Request for Clarification Responses (RFCs) and extends the solicitation response due date from August 17, 2026 to August 19, 2026 at 12:00 PM EDT.

The solicitation involves moving services for the Naval Surface Warfare Center Carderock Division, requiring a dedicated onsite crew consisting of one supervisor, one technician (installer/handler), one driver, and one inventory/furniture specialist working 8 hours daily, Monday through Friday, except federal holidays. The firm-fixed-price requirement encompasses small moves (estimated 848 annual tickets), medium moves (488 annual tickets, including 26 recurring biweekly moves to Olney), and large moves (326 annual tickets), plus approximately 12 offsite large moves annually to locations including Norfolk, Memphis, and Fort Lauderdale. Services include furniture installation and movement of office equipment, IT hardware, and specialized items such as museum-quality ship models up to 12 feet in length. All transportation, fuel, lodging, per diem, and travel costs for offsite moves must be included in the annual firm-fixed price. The contractor must provide a detailed cost breakdown by position (Supervisor, Technician, Driver, Furniture Specialist) showing direct labor rates, overhead, G&A, profit, and fully burdened rates based on 2,000 standard annual hours per employee. Technical acceptability requires active, valid installer/technician certifications from JSI, Allsteel, Steelcase, and Gunlock, collectively held across the contractor's team. The controlling wage determination is SCA 4269-2015 Rev 32 (Published 5/13/2026), with provision for Service Contract Act wage and fringe-benefit adjustments during option years. The incumbent contract value for the final option year was $467,716.98 under contract W912BU20C0013.

Section L - Instructions, Conditions, & Notices to Offerors or Quoters

Miscellaneous text in this section has been modified to:

N0016726Q1119 Moving Services Request for Clarification

1. I have a question regarding the pricing breakdown. How should we price the services? Is there a standard crew size that will need to be provided on a daily basis, such as a three-man crew? Pricing is normally by position: Truck & driver, Mover, Supervisor, Installer, etc. How should we capture this in the price sheet?

Response:

Standard Crew Size

On a daily basis, offerors will need to provide a standard crew. Please base your pricing on the following daily crew composition:

(a) One (1) Supervisor

(b) One (1) Technician (Installer/Handler)

(c) One (1) Driver

(d) One (1) Inventory/Furniture Specialist

a. Price Sheet Formatting

Please provide a breakdown of costs for each position. Your submitted price sheet should capture the following elements for each position listed above:

Item Supervisor Technician Driver Furn. Speclst

Standard Hours 2000 2000 2000 2000

Direct Labor Rate

Overhead

G&A

Profit

Fully Burdened Rate

Total Cost

b. Overtime Costs

Overtime is not reimbursable by the government per SOW Section 2.2.4/2.2.5

2. Historical service-ticket volume. Many of our commercial and government customers use historical ticket data to align staffing, equipment availability, and response capacity with targeted facility objectives. Could the Government provide historical annual or monthly service-ticket volumes for small, medium, and large moves, broken out by West Bethesda, Olney, Washington Navy Yard, and other supported locations?

Response: Please see Table 1 - 3 Years of Historical NSWCCD Moving Services, found at the bottom of the document.

3. Concurrent work requirements. Many of our customers require multiple crews on the same day to support overlapping moves, tenant requirements, urgent facility changes, or mission-driven schedule objectives. Does NSWCCD anticipate issuing concurrent service tickets or requiring simultaneous support at more than one location? If so, what has been the historical maximum number of crews or tickets required on a single day?

Response: NSWCCD does not anticipate concurrent moving requirements and usually works with the contractor and end user to schedule requirements, to ensure an appropriate amount of time for all actions, in order to avoid is afforded safety risks or unnecessary delays to both the requirements holders and the contractors.

4. Dedicated versus dispatch-based crew model. Please confirm whether the Government anticipates a dedicated onsite daily crew at Carderock, or whether the contractor is expected to maintain qualified crews available for dispatch in response to service tickets. This clarification will help us structure the most effective staffing and response model.

Response: The expectation is dedicated onsite crews.

5. Olney move quantity. The PWS references both "up to 13 medium moves per year at Olney" and "26 medium moves performed every two weeks." Please confirm the expected annual quantity of Olney moves applicable to the base year and each option year.

Response: correct, approx. 26 medium moves per year. This appears to be a typo in the SOW. We need to revise the SOW to state 26 medium moves per year, with the schedule for them to perform one medium move to Olney every two weeks (52 weeks a year, 1 move every fortnight, thus 26 per year.

6. Small and medium move response schedule. The PWS requires same-day completion for small and medium moves unless otherwise scheduled. To support mission requirements while maintaining efficient crew deployment, please clarify whether "same day" means completion by the end of the normal duty day, or whether tickets may be issued late in the day and require after-hours completion.

Response: Service tickets for work will be issued in the morning, typically around 0600-0700, we do not expect to provide service tickets for action throughout the day except for emergent requirements. "Same day completion" means the work will be completed in a single day, not necessarily assigned and completed the same day. Several of the locations on base are secured and require access and escorts, therefore some tickets will need to be scheduled and coordinated with the building custodians. i.e. you receive a move ticket on Monday but require an escort to a secured building so coordination will be required to execute the work the following Thursday. The expectation is all work will be completed Thursday and not carry across multiple days.

7. Flexible-hours and overtime expectations. Our teams routinely adjust daily schedules to support customer facility objectives. For accurate firm-fixed-price planning, can the Government provide the historical frequency of work that has required extended hours, after-hours access, weekend support, or contractor overtime? Is such work expected to be occasional or a recurring operational requirement?

Response: There is no recurring overtime or after hours work. The contractor may identify times where it may be more advantageous to perform work at different hours and may request to do so provided the Government have staffing to allow for access to designated spaces but there is no requirement for after hours services.

8. Offsite and long-distance move assumptions. The PWS identifies up to 12 large moves to detachments and support sites, with most anticipated within approximately 100 miles of the Washington, D.C. area, as well as up to three occurrences annually outside that area, including one probable California location. Please confirm whether all transportation, fuel, lodging, per diem, freight, and travel-related costs for these moves are to be included in the annual firm-fixed-price CLIN, or whether travel outside the local area will be addressed through a separate contract modification.

Response: Yes, all transportation, fuel, lodging, per diem, freight, and travel-related costs for these moves are to be included in the annual firm-fixed-price CLIN.

9. Detachment move details. To provide the Government a well-supported and competitive fixed price, could the Government provide available historical information for the anticipated detachment moves, including typical origin and destination locations, approximate weights, furniture systems involved, expected crew size, truck requirements, and average duration?

Response: The Government does not have such data available.

10. Government-furnished equipment and transportation. The PWS states that the Government may provide select materials, equipment, and transportation, while specifically identifying a 6,000-pound propane forklift and replacement propane tanks. Please identify any other Government-furnished vehicles, material-handling equipment, packing materials, or transportation resources that are normally available for contractor use.

Response: Aside from those Government furnished materials and equipment expressly identified in the PWS for this Solicitation, there are no other materials available for the successful offeror's use.

11. Furniture manufacturer certification requirements. We understand that technical acceptability requires active, valid installer/technician certifications for JSI, Allsteel, Steelcase, and Gunlock. Please confirm that documented certification coverage among the contractor's qualified installation team is acceptable, rather than requiring every individual assigned to a move to hold certifications from all four manufacturers.

Response: Only one individual of the offeror's team requires the certification, but the offeror must demonstrate that it possesses all four certifications collectively .

12. Other furniture systems. The PWS identifies JSI, Allsteel, Steelcase, Gunlock, and limited quantities of other systems furniture. Please confirm whether the four listed manufacturer certifications satisfy the technical requirement for all modular furniture work, including the limited quantities of other systems.

Response: There may be other brands required to have familiarity with, but there is no of furniture that offerors are obligation to meet certification requirements for those other brands of furniture. In terms of certifications, the Government is only interested in those brandspecifically identified in this Solicitation.

13. Driver-license requirement. The PWS refers to a Maryland Class C license or equivalent for medium-duty truck operation. Please confirm whether a CDL is required for any anticipated vehicle configuration, weight class, or offsite requirement, or whether a valid equivalent state license appropriate to the vehicle operated will satisfy the requirement.

Response: A Maryland Class C or equivalent state license (i.e. Virginia) is acceptable. CDL requirements are based on Federal Motor Carrier Safety Regulations (FMCSR) COMAR 11.21.01. Yes, class C CDL is required.

14. Forklift usage and operator requirements. Please clarify the expected frequency and typical applications for the Government-furnished 6,000-pound propane forklift. Will the contractor's forklift-qualified operator be required to use the forklift regularly, or is it primarily available for periodic warehouse, pallet, or heavy-equipment requirements?

Response: The Government doesn't anticipate the requirement to be 40 hours a week. The use may be less than an hour some days up to 5 hours other days.

15. Inventory and storage responsibilities. We understand that the contractor will perform monthly inventory updates for furniture and parts in Buildings 109 and 110, with weekly return of pallets and miscellaneous excess materials to Building 143 or another designated reutilization location. Please confirm that the contractor's responsibility is limited to inventory management, reporting, and material handling, and does not include providing commercial warehouse space, storage, facility security, climate control, or building operations.

Response: Correct, the contractor's responsibility is limited to inventory management, reporting, and material handling, and does not include providing commercial warehouse space, storage, facility security, climate control, or building operations.

16. Inventory baseline and reporting format. To establish a clean and auditable inventory process from the start of performance, will the Government provide the current inventory baseline, inventory format, required data fields, and any existing property-management or tracking system requirements?

Response: This information will be provided to the successful offeror post-award.

17. Weekly report due date. The PWS appears to identify different timing for the A001 Weekly Progress Report: Tuesday at 12:00 PM in one section and Friday in another. Please confirm the controlling due date, reporting period, required format, and intended recipient.

Response: please reference the CDRL for specific criteria.

18. Safety Plan and Quality Control Plan. Please confirm the expected format, review/approval process, and due dates for the A002 Safety Plan and Quality Control Plan. If templates or prior accepted examples are available, they would help ensure full alignment with NSWCCD procedures from the beginning of performance.

Response: please reference CDRL for specific criteria.

19. Vehicle staging and parking. Efficient vehicle staging is important to meeting same-day requirements and protecting Government facilities during moves. Please provide available information regarding contractor parking, truck staging, loading zones, route restrictions, building access points, height or weight limitations, and escort requirements at West Bethesda, Olney, and the Washington Navy Yard.

Response: Due to the extensive nature of this request, the Government is unable to provide this information. Please be advised that the Government will issue DBIDS badges for base access, provide loading docks, access to elevators, and parking to most, if not all, locations at the detachments.

20. Access processing lead time. Please provide the anticipated processing lead time and required documentation for contractor personnel and vehicle access. This will allow us to have fully qualified personnel positioned to support the Government immediately upon award.

Response: The current lead time for processing contractor and vehicle access is less than one (1) business day in most cases.

21. Wage Determination applicability. Please confirm that the attached Department of Labor Wage Determination is the controlling wage determination for the entire requirement, including all performance locations and option years. If wage determinations may change during the period of performance, please advise how those changes will be addressed under the firm-fixed-price structure.

Response: SCA 4269-2015 Rev 32 Published 5/13/2026 is the correct wage determination at time of solicitation.

Response: A dedicated onsite moving crew each business day and in any event determined to be mission critical.

31. Is there a required minimum number of movers, supervisors, trucks, or daily labor hours?

Response: The Government expects 1 supervisor, 1 driver, 1 technician, and 1 furniture specialist 8 hours a day M-F except Federal holidays.

We also anticipate the contractor will have some means of vehicle (i.e. box truck or pickup truck and trailer comb.)

32. Please provide the incumbent contractor's historical staffing level by position and, if available, prior annual contract values.

Response: Historical staffing: Supervisor; Technician; Driver; Inventory/Furniture Specialist. Please reference W912BU20C0013 was the 1 1 1 1 last yearly contract and the final OY was $467,716.98.

Response: (1) Medium-sized One truck.

36. Are travel, lodging, fuel, mileage, tolls, and per diem for offsite moves required to be included in the annual firm-fixed price?

Response: twelve (12) trips for the following locations: Norfolk area, Memphis, Fort Yes, the offeror should base this information on total Lauderdale. This information should include lodging, Flight/Rental, Mileage, Tolls etc. The requirement is dependent on the customer

37. Please provide historical information regarding specialized equipment moves, including items over 2,000 pounds, rigging requirements, liftgate trucks, cranes, or other specialty equipment.

Response: Reference Table 1 - 3 Years of Historical NSWCCD Moving Services. This is at the bottom of the document.

38. Please confirm which labor classifications under Wage Determination No. 2015-4269 apply to furniture movers, installers, forklift operators, warehouse personnel, truck drivers, supervisors, and riggers.

Response: Please use wage determination for position that is most related for the labor classification in question. the the Each offeror should use to make appropriate classification for supported tasks.its best judgment the

Response: Yes.

41. What is the typical onboarding and badging period for contractor personnel, and should this labor cost be included in the annual fixed price?

Response: Onboarding and processing will take place in DBIDS, and take up to 3 business processing may days. Total contractor labor for DBIDs should not exceed 4 hours per person.

42. Would the Navy consider pricing by move category, estimated quantities, or not-to-exceed workload levels rather than one all-inclusive annual lot price?

Response: No.

43. Estimated Quantities for FFP Pricing: Section B identifies the pricing arrangement as Firm Fixed Price (FFP) for "1 Lot" of Moving Services, and PWS 3.0 indicates that moves are categorized by size "to provide a means for the Contractor to determine level of effort as it relates to the expected volume of work on an annual basis." Aside from the offsite moves explicitly quantified in PWS 3.1.2.2 and 3.1.3.1, will the Government provide historical data or an estimated annual quantity of Small, Medium, and Large move tickets for the West Bethesda site to ensure accurate and realistic FFP pricing?

Response: Reference Table 1 - 3 Years of Historical NSWCCD Moving Services. This is at the bottom of the document.

44. Travel Cost Structure and Location Discrepancies: PWS 2.4 states that work is generally within a 100-mile radius of Washington D.C., with "no more than three (3) occurrences per year expected outside the 100-mile radius." However, PWS 3.1.3.1 lists Memphis, TN and Fort Lauderdale, FL as anticipated detachment locations. Are contractors required to bake all travel, lodging, and per diem costs for these extended detachment locations into their FFP Lot price, or will the Government establish a cost-reimbursable travel CLIN for missions outside the 100-mile radius?

Response: All costs should be included in FFP. There will be no cost-reimbursable CLIN for travel.

45. Section M (Evaluation Factors) requires that "Personnel must possess active, valid installerPersonnel Certifications:

/technician certifications from the following furniture manufactures: JSI, Allsteel, Steelcase, and Gunlock." Can the Government clarify if every moving crew member must hold all four certifications, or if it is acceptable for the proposed contractor/subcontractor team to possess individual these certifications collectively?

Response: Only one individual from the team requires the certification, but all four certifications are collectively required for the contract.

46. Past Performance Applicability: Section M requires Offerors to submit a minimum of three (3) relevant past performance examples. If a Prime Contractor proposes a teaming arrangement or subcontractor to perform the on-site moving services, will the Government accept the subcontractor's past performance examples to satisfy this technical acceptability requirement?

Response: Yes per FAR 52.219-14(e)

47. SLA Turnaround vs. Standard Working Hours: PWS 3.1.1 and 3.1.2 mandate that Small and Medium moves be completed on the same the service ticket is received. Simultaneously, PWS 2.2.3 limits individuals to a standard 40-hour work week, and PWS 2.2.4 prohibitsday

Government reimbursement for overtime. If a service ticket is issued late in the afternoon (e.g., 1400 hours), does the "same-day" completion standard still apply, or will the ticket completion carry over to the next business day to avoid uncompensated overtime?

Response: Please see response to Question No. 6.

48. Government Furnished Equipment (GFE) Limitations: PWS 3.3.3 states the Government will provide one 6,000 lb. propane-powered forklift for Contractor use. Is the Contractor permitted to transport this GFE forklift to offsite locations (e.g., Olney or detachment sites) to perform offsite Large and Medium moves, or is the Contractor required to supply its own Material Handling Equipment for all offsite execution?

Response: No, forklifts are not permitted to leave the WB site. The Government will provide available resources the detachments that can be used. In the event a resource is unavailable, the contractor will be required to supply its own material handling equipment.

49. Site Visit: Is there a chance of conducting a site visit for this requirement? A site visit would help us better understand the scope of work and prepare an accurate and competitive proposal.

Notes: Hours per move request varies. Estimates vary based on demand signal. Generally speaking, items moved are office furniture, appliances, IT Hardware, TVs, Printers, Safes, Pallets, Scrap Metal, HVAC units, Drums, Ship Models, Tents, Lockers.

: Approximately 300-line items are being managed and inventoried (as needed) on a monthly basis. If there are no Warehouse Activities changes, then the efforts are related to any incoming or outgoing items.

50. Stair Carries: While the previous response noted that elevators and loading docks are provided at most detachment locations, do any of the anticipated moves at the primary locations (West Bethesda, Olney, or WNY) involve stair carries, or is elevator/dock access guaranteed for all heavy equipment and furniture moves?

Response: The large majority of the areas that require moving support have access to elevators, but access to the elevators at each location is not 100% guaranteed.

51. IT Hardware Disconnect/Reconnect: The Government noted that "IT Hardware" is generally moved. Is the Contractor responsible for disconnecting and reconnecting PCs and IT equipment, or will Government IT personnel handle this prior to the moving crew's arrival?

Response: Government personnel and other contractors will typically handle most IT equipment hookup, but some equipment may need to be unplugged as part of this requirement.

52. Museum Models: PWS 3.1.2 indicates the Contractor will move museum-quality ship and submarine models up to 12' in length. Can the Government provide photos, approximate weights, or specific handling instructions for these models to assist us in planning the proper rigging and transport?

Response: The Government cannot provide photos, as there are over 100 models of varying sizes, ranging from 1 foot long to 12 feet long and weighing from a couple pounds to 100's of pounds.

53. Estimated Labor Hours: In response to our previous question regarding the estimated hours per labor category, we were directed to Table 1.

While Table 1 provides the estimated number of , it does not provide the . Since we are required to submit a detailed breakdown of tickets hours costs (Hours, Direct Labor Rate, Overhead, etc.) for the Supervisor, Technician, Driver, and Inventory/Furniture Specialist, could the Government provide the estimated annual labor hours associated with each of these categories under the incumbent contract?

Response: 2080 per crew member

54. Should offerors price the requirement based on twelve (12) annual offsite large moves or trips, as stated in PWS Section 3.1.3.1?

Response: Yes.

55. Should offerors instead price based on the historical volume of 34 annual Offsite Large service tickets identified in Table 1?

56. If both figures are correct, please explain the relationship between the twelve offsite large moves and the 34 historical Offsite Large service tickets. For example, are multiple service tickets typically associated with one offsite move or trip?

Response: Not all of the above off site work was completed by the incumbent contractor. Due to the request and short fuse timeline to pull this data, the large moves are an aggregate of multiple contract vehicles supporting moving and transportation.
