About this opportunity
The U.S. Army Corps of Engineers Engineering District Nashville seeks aluminum hull repair, electrical upgrades, and vessel improvements for the Motor Vessel SAMA, a 26-foot aluminum survey vessel, with quotes due May 21, 2026 at 1:00 PM Central Time. This is a 100% women-owned small business (WOSB) set-aside with a firm fixed-price contract structure.
Place of performance is Old Hickory, Tennessee (1118 Cinder Road, Old Hickory Lock and Dam facility). Work must be completed within 45 calendar days of contract award, with the period of performance extended to July 5, 2026.
The scope requires aluminum structural repairs addressing documented hull cracks, weld seam porosity, gashes, and dents per AWS D1.2 welding standards; surface preparation and coating application in black (hull) and tan (topside) colors using zinc-chromate-free, two-component epoxy or polyurethane systems, with Government approval required before coating application; installation of a marine-grade captain's chair (Garelick EEz-In 75000 Series or equivalent); overhaul of two Honda EU3600 generators including load testing; installation of a 7,000-watt minimum pure sine wave inverter; electrical panel upgrade with circuit testing and documentation; and removal of marine radio and speaker installation requirements (deleted by Amendment 0002, issued May 18). All aluminum welding must be performed by AWS D1.2-certified welders. Electrical work must comply with ABYC E-11, U.S. Coast Guard regulations, and USACE safety standards (EM 385-1-1). The Government will deliver and retrieve the vessel; the contractor maintains custody in a fenced, secured area.
The NAICS code is 336611 (Ship Building and Repairing) with a $41.5 million size standard. PSC is J019. Questions due April 16, 2026 at 2:00 PM. Wage Determination 2015-4647 Revision 31 (effective May 13, 2026) applies, establishing prevailing wage rates and fringe benefits. Offerors must provide SAM.gov registration, UEI, CAGE code, tax identification number, banking reference, and three past performance references for similar work.
