Key deliverables include: aluminum hull structural repairs by qualified marine aluminum welders per AWS D1.2 standards, with surface preparation and protective coatings complying with EM 1110-2-3400; installation of a marine-grade captain's chair (Garelick EEz-In 75000 Series or equivalent) with five-year corrosion warranty; overhaul of two Honda EU3600 generators including oil changes, filter replacement, and load testing; installation of a 7,000-watt marine-grade pure sine wave inverter capable of powering three simultaneous onboard computers; electrical panel upgrade with comprehensive circuit testing and documentation; and installation of a marine-grade AM/FM/Bluetooth radio system with marine-grade speakers. All coating work requires Government approval prior to application, with zinc-chromate-free primers and two-component epoxy or polyurethane systems specified for black hull and tan topside colors. The contractor must submit complete technical submittals including welder certifications, coating system details, product data sheets, and safety data sheets for Government and Marine Design Center (MDC) review and approval before work commences. All electrical work must comply with ABYC E-11, U.S. Coast Guard regulations, and USACE safety requirements (EM 385-1-1). The Government will deliver and retrieve the vessel, and the contractor must maintain it in a fenced, secured area.
