About this opportunity
The National Park Service Intermountain Region seeks replacement of the HVAC heating and cooling system at the Moran Entrance Station in Grand Teton National Park, with quotations due July 16, 2026 at 1:00 p.m. MDT. This is a 100% Total Small Business set-aside under NAICS 238220 (Plumbing, Heating, and Air-Conditioning Contractors), with a small business size standard of $19 million.
Place of performance is Moran, Wyoming. Work runs from July 20 through October 30, 2026, and must be performed Monday through Friday, 7:00 a.m. to 5:00 p.m. Mountain Time. The project involves removal of an existing failing propane furnace and evaporative cooler, installation of one Tutco 15 kilowatt electric heat strip and one Carrier 3-ton fan coil unit to serve an approximately 1,000-square-foot building, reuse or repair of existing ductwork, installation of new 240-volt single-phase power, system commissioning, and submission of equipment documentation and operation manuals. The contractor provides a one-year warranty on workmanship from government acceptance. A mandatory site visit occurred July 1, 2026 at 2:00 p.m. MDT.
Amendment 0001, effective July 1, 2026, clarifies that the evaporative cooler shall remain in place outside contract scope, existing propane tank removal is excluded, and offerors may propose equal or equivalent systems meeting performance requirements, including heat pump systems as alternatives to standard air-conditioning. Offerors may propose roof-mounted or ground-mounted condensing units if manufacturer requirements are met.
Quotations must include lump-sum pricing with detailed cost breakdown, completed SF-18 forms, amendment acknowledgment, representations and certifications, narratives addressing relevant experience from the last five years, past performance references with contact information, and evidence of required licenses and certifications. The Government intends to award a firm-fixed-price contract to the responsible quoter offering the lowest evaluated price. Davis-Bacon prevailing wage rates apply; wages range from $12.46 to $50.00 per hour depending on classification. Contracting Officer: Stacy Vallie, 406-404-4167, Stacy_Vallie@ios.doi.gov.
