About this file
This is an Amendment to a federal solicitation providing clarifications and revisions to the scope of work for HVAC system replacement at the Moran Entrance Station in Grand Teton National Park. Amendment 0001 to Solicitation No. 140P1426Q0095, issued July 1, 2026, deletes the requirement to demolish and remove the existing evaporative cooler, which shall remain in place outside the contract scope. Key technical clarifications include: existing PVC venting must be removed with penetrations properly sealed; refrigerant line sets shall penetrate above the existing rock exterior; the outdoor condensing unit may be ground-mounted or roof-mounted provided manufacturer requirements are met; existing propane lines may be capped inside the building with tank removal excluded from scope; and existing propane tank removal is not included in the project.
The amendment clarifies that the specified Carrier Model FG5ANXC36L00 is for reference only, and offerors may propose equal or equivalent systems meeting performance requirements. The required system consists of a 3-ton electric air handler with electric heat strips and central air conditioning for the approximately 1,000-square-foot building. Offerors may propose either standard air-conditioning units or heat pump systems, with full installation including refrigerant piping, line sets, electrical disconnects, and associated electrical connections. This amendment is issued by the National Park Service Intermountain Region, Department of the Interior, and all other solicitation terms and conditions remain unchanged except as modified herein.

Question: Does the existing PVC venting need to remain?
Response: The existing PVC venting shall be removed, and all resulting penetrations shall be properly patched and sealed.
Question: Where may the outdoor unit be installed?
Response: The outdoor unit may be mounted on a ground-mounted frame adjacent to the building or mounted on the building at a higher elevation, provided the installation complies with the manufacturer's clearance and ventilation requirements.
Question: Where should the refrigerant line sets penetrate the building?
Response: Refrigerant line sets shall penetrate the building above the existing rock exterior.
Question: What should be done with the existing propane lines and tank?
Response: Existing propane lines may be terminated inside the building and capped. Removal of the existing propane tank is not included in this project.
Question: Is the Carrier Model FG5ANXC36L00 specified in the Scope of Work required?
Response: No. The Carrier Model FG5ANXC36L00 identified in the Scope of Work is provided for reference only. Offerors may propose an equal or equivalent system that meets or exceeds the performance requirements of the project. The proposed system shall consist of a 3-ton electric air handler equipped with electric heat strips and central air conditioning suitable for the approximately 1,000-square-foot building.
Question: Is a heat pump acceptable?
Response: Yes. Offerors may propose either a standard air-conditioning condensing unit or a heat pump system. The Scope of Work requires installation of an outdoor condensing unit, including refrigerant piping, line sets, electrical disconnects, and associated electrical connections. Regardless of the system proposed, the installation shall include a 3-ton electric air handler equipped with electric heat strips (electric furnace) as specified in the revised Scope of Work.
