About this opportunity
The Department of the Interior Fish and Wildlife Service seeks construction of a new 11,500-square-foot multipurpose facility at Montezuma National Wildlife Refuge in Seneca Falls, New York, with revised proposals due June 26, 2026, following a reopening announced via Amendment 0010 effective June 16. The procurement is a Total Small Business set-aside under a negotiated request for proposal (RFP) and carries a performance period of 548 calendar days from notice to proceed, with work to commence within 15 calendar days of that notice and complete by November 30, 2027.
Place of performance is Montezuma National Wildlife Refuge, Seneca Falls, New York, with a water service extension spanning approximately 3,925 linear feet from the Aurelius Water District main. The project includes a base build multipurpose facility and four additive items: parking area resurfacing, two photovoltaic systems (south and north roof), and furniture. Performance and payment bonds are required, with submittal due within 60 calendar days of award.
Geotechnical conditions present significant constraints. Subsurface exploration identified approximately 60 feet of soft cohesive soils overlying glacial till, precluding shallow spread footings. The design requires deep foundations—driven steel H-piles or concrete-filled pipe piles at minimum 100 feet depth to account for downdrag forces—with a site-specific load test on a sacrificial pile required to verify capacity at a minimum factor of safety of 2.0. Dynamic load testing per ASTM D4945 is acceptable as an alternative to static load testing if calibrated against at least one static load test and analyzed by a Professional Engineer licensed in New York State. Minimum frost depth is 48 inches below final grade; site classification is E for seismic design. The soil environment is severely corrosive, requiring Type II cement for below-grade concrete and corrosion protection for exposed steel.
Specification amendments address steel pile testing (Amendment 0007), self-adhered sheet waterproofing with 10-year warranty (Amendment 0006), ground-set aluminum flagpoles 30 feet exposed height (Amendment 0006), and window schedules (Amendment 0008). Clarifications include bird strike protection (storefront glazing only; full-height screens for wood windows), removal of a 2-way firefighter's phone system requirement, and addition of an Emergency Responder Radio Coverage System per Section 28 46 21.11, 2.10. Flooring specifications exclude Luxury Vinyl Tile in favor of Resilient Tile per Section 09 65 19. Prevailing wages under Davis-Bacon apply only to laborers and mechanics on the physical site of work; furniture securing labor qualifies for prevailing-wage treatment. The Authority Having Jurisdiction (USFWS) requires the contractor to directly pay for all required testing and inspections, including Special Inspections per IBC Chapter 17, incorporated in the lump sum bid.
NAICS 236220, Commercial and Institutional Building Construction. PSC Y1AA, Construction of Office Buildings. The contracting officer is Ian Young (Ian_A_Young@fws.gov; 6127135214) at FWS GAOA, 5275 Leesburg Pike, Falls Church, Virginia 22041. The original proposal deadline of April 20, 2026, was superseded by the June 26 reopening; revised submissions are due no later than 2 PM on June 26. All amendments 0001 through 0010 must be acknowledged prior to the offer deadline or risk rejection.
