About this file
This is a Questions and Answers document from Amendment 0005 to federal solicitation 140FGA26R0006, clarifying prevailing wage requirements under the Davis-Bacon Act.
The document addresses two specific questions regarding wage obligations for construction-related work. Question 17 clarifies that prevailing wages apply only to laborers and mechanics employed "on the site of the work," defined as the physical location where construction is performed, including the primary construction site and any secondary work locations dedicated to the project. Question 18 specifically addresses section 12 59 00 (systems furniture) and confirms that contractors should quote only the labor for securing furniture to the building at prevailing-wage rates, rather than pricing all labor related to furniture installation at prevailing wage. This guidance aligns with standard industry practice and provides clarification for bidders preparing cost proposals for this solicitation.

Solicitation: 140FGA26R0006 Amendment 0005
Questions and Answers
17. Do these prevailing wages apply to on-site workers only?
Response
Under the Davis-Bacon Act (federal prevailing wage requirements), the obligation to pay prevailing wages applies only to laborers and mechanics employed “on the site of the work”, meaning the physical place where construction is performed—this includes the primary construction site and any secondary work locations dedicated to the project.
18. Specifically, section 12 59 00, which pertains to systems’ furniture. Should all labor be priced at prevailing wage, or only the labor involved in securing the furniture to the wall and floor? In the past, it has been standard practice to price only the labor for the furniture that is attached to the building at prevailing wage.
Response
It is appropriate to quote only the labor for securing the furniture to the building at prevailing-wage rates.
