About this file
This is a Questions and Answers document (Amendment 0007) for Solicitation 140FGA26R0006, the Montezuma National Wildlife Refuge New Multipurpose Facility project issued by the Department of the Interior Fish and Wildlife Service. The document provides clarification on steel pile testing requirements specified in section 31 62 16 of the contract specifications.
The updated response addresses whether Dynamic Load Testing per ASTM D4945 is an acceptable alternative to Static Load Testing. The Government confirms that dynamic load testing is acceptable as an alternative method, subject to specific requirements: the estimated axial capacity must be calibrated against at least one Static Load Test, the analysis must be performed by a Professional Engineer licensed in New York State with relevant experience, and the design driving resistance criteria must be verified through dynamic load testing (PDA testing) using signal matching analysis (CAPWAP analysis). The dynamic testing protocol must include both end-of-driving testing and restrike testing conducted at least 24 hours after the end of driving to evaluate potential relaxation or pile setup effects. A static load test with PDA calibration must still achieve a minimum factor of safety of 2.0.

Solicitation: 140FGA26R0006 Amendment 0007 Questions and Answers The response to question #27 is a revised response from what the Government provided as part of the questions and answer document included as an attachment to amendment #6.
27. Referencing specification 31 62 16 “Steel Piles” section 1.6 B “Static Load Testing”. Is Dynamic Load Testing as per ASTM D4945 an allowable alternative to Static Load Testing?
Previous Response included in amendment 0006 Dynamic Load Testing per ASTM D4945 is and acceptable alternative however the estimated axial capacity shall be calibrated against at least one Static Load Test, and the analysis performed by a Professional Engineering Licensed in the State of New York with experience in such analysis.

A static load test and PDA calibration should still target a minimum FS = 2.0.
