About this file

This is a Questions and Answers document (Amendment 0005) for Solicitation 140FGA26R0006 regarding the Montezuma NWR New Multipurpose Facility project managed by the Department of the Interior Fish and Wildlife Service.

The document addresses 13 clarification questions from contractors regarding project specifications and design requirements. Key technical clarifications include: floor finishes specifications for carpet tile, luxury vinyl tile, and rubber base (Sections 09 65 13, 09 65 19, 09 68 13); sound-absorbing wall unit specifications including panel thickness and core construction (Section 09 84 33); flagpole specifications and height (Section 10 75 16); emulsified asphalt seal coating requirements per NYSDOT Standard Specification 410.20400001; and waterproofing membrane requirements for the elevator pit and foundation (Section 07 13 16). The document clarifies that door #117A requires an electric lock for remote release operation integrated with an Airphone system and building security, while all other exterior doors use mechanical locks with door contacts. Regarding testing and inspections, the Authority Having Jurisdiction (USFWS) requires the contractor to directly pay for all required testing and inspections, including Special Inspections per IBC Chapter 17, and include these costs in the lump sum bid value. Dynamic Load Testing per ASTM D4945 is acceptable as an alternative to Static Load Testing if calibrated against at least one Static Load Test and analyzed by a New York Licensed Professional Engineer. Additional specifications address HVAC system controls (Section 23 81 29), ADA restroom grab bar heights (33-36 inches above finished floor), and clarifications on waterproofing extent for grade beams and concrete foundations.

Solicitation: 140FGA26R0006 Amendment 0005 Questions and Answers

19. The questions pertain to Floor finish; Is there Specifications for Carpet Tile, Luxury Vinyl Tile and Rubber Base?

Response Specifications for these items are included in the Project Manual under the following:

09 65 13 Resilient Base and Accessories 09 65 19 Resilient Tile Flooring 09 68 13 Tile Carpeting

20. Please clarify the scope of work for the Sound Absorbing Wall Units. Including panel thickness, panel core construction and facing material to be used as the basis of design.

Response Refer to Specification Section 09 84 33

21. Please provide a specification and height for the flagpole that is shown on the drawings.

Response Refer to Specification Section 10 75 16 provided accompanying this Addendum.

22. Please provide a specification for the emulsified asphalt coating to be used.

Response Seal coating shall meet the requirements of NYSDOT Standard Specification 410.20400001 – Seal Coating Asphalt Surfaces.

23. Referencing drawing A-601 is door #117A to be provided with an electric lock for remote release operation?

Response Remote release is scheduled for operation of off-hour visitors or packages getting delivered. The Airphone system will communicate with the two separate tenants in the building and tie-in with the building security system.

24. Are there electric locks or electric strikes required at other doors? Please clarify.

Response Door #117A is the only door scheduled for electric locking. The remaining exterior doors are scheduled to be locked mechanically during off-hours with door contacts for security.

25. Referencing specification 01 41 00, please clarify who is to pay for services of the Structural Special Inspections and Testing service provider. Chapter 17 of the International Building Code is referenced in the specification. The IBC code requires the Special Inspections to be performed and paid for by an entity independent from the Contractor.

Response Costs for all required testing and inspections, including Special Inspections, shall be paid by the contractor directly and included in the lump sum bid value. The Chapter 17 provisions are understood, however the USFWS, as the Authority Having Jurisdiction, has determined that direct payment by contractor is acceptable.

26. Referencing specification 01 41 00 1.5 B “Testing Laboratory Costs” The implication here is that the contractor is to include a lump sum allowance in the bid and “notify the Architect/Engineer if the lump sum included in the bid is expected to be exceeded”. If this is the case, it would make sense for the specification to state a specified Allowance amount to be included in each contractor’s bid. Is an allowance amount to be included in the general contractor’s bid to pay for the Special Inspections?

Response Costs for all required testing and inspections, including Special Inspections, shall be paid by the contractor directly and included in the lump sum bid value.

27. Referencing specification 31 62 16 “Steel Piles” section 1.6 B “Static Load Testing”. Is Dynamic Load Testing as per ASTM D4945 an allowable alternative to Static Load Testing?

Response Dynamic Load Testing per ASTM D4945 is and acceptable alternative however the estimated axial capacity shall be calibrated against at least one Static Load Test, and the analysis performed by a Professional Engineering Licensed in the State of New York with experience in such analysis.

28. Is a waterproofing membrane required for the elevator pit? Please provide a specification.

Response A combined vapor barrier/waterproofing membrane is required. Refer to Specification Section 07 13 16 provided accompanying this Addendum.

29. Please clarify the extent required for the fluid applied waterproofing shown on the concrete foundation and edge of the slab. Is this required the full depth of the grade beam? Please provide a specification for the waterproofing referenced on drawing A-501 details 1,2 & 6.

Response A combined vapor barrier/waterproofing membrane is required. Refer to Specification Section 07 13 16 provided accompanying this Addendum.

30. Is there a plan to connect the HVAC system to a Building Management System. The current building is an Alerton system by Pasco.

Response Refer to Specification Section 23 81 29 Paragraph 2.9 System Controls.

31. ADA Restroom Grab Bar Heights:

Clarification: Revise the grab bar heights on Drawing 1/G‑002 such that the top of the grabbing surface is installed at a height of 33 inches to 36 inches above the finished floor.
