About this opportunity

The National Park Service Southeast Region seeks replacement of the moat boardwalk at Fort Frederica National Monument in St. Simons Island, Georgia, with proposals due September 1, 2026, at 4:00 p.m. ET. This is a Total Small Business set-aside; bidders must hold Total Small Business designation in SAM.gov or proposals will be rejected. A mandatory site visit is scheduled for August 12, 2026, at 1:00 p.m. ET (rescheduled from 10:00 a.m. ET by Amendment 0001); confirmation of attendance is due August 10 by 5:00 p.m. ET to COR Richard Daniels at richard_s_daniels@nps.gov.

The contract is Firm Fixed Price construction with an estimated project magnitude between $25,000 and $100,000. Performance runs September 1, 2026, through August 31, 2027 (364 calendar days), with work to commence within 10 calendar days of notice to proceed. NAICS code is 237990 (Other Heavy and Civil Engineering Construction); PSC is Y1AZ (Construction of Other Administrative Facilities and Service Buildings).

Work includes demolition of the existing boardwalk and construction of a new elevated wood boardwalk with reinforced precast concrete footings (4,000 psi minimum), double 2x8 beams, 6x6 posts spaced at 4 feet on center (interior) and 8 feet on center (perimeter), 5/4 x 6 preservative-treated decking, and a two-rail guardrail 42 inches high. All lumber in ground contact or embedded in concrete must be preservative-treated; all fasteners, connectors, and through-bolts must be Type 316 stainless steel. Ground disturbance is limited to the existing boardwalk footprint and 10 feet beyond the perimeter, with archeological monitoring required for new borings up to 12 inches diameter. Contractor must provide material submittals, a site-specific safety plan with Activity Hazard Analyses, and a one-year workmanship warranty. Option 1 provides for a temporary accessible ramp approximately 53 feet 6 inches long.

Proposals must include signed SF-1442, technical proposal (maximum 20 pages), three past-performance questionnaires covering relevant projects from the past five years, and a detailed cost proposal. Required bonding is 100 percent payment (Standard Forms 25 and 25A). Insurance minimums are $500,000 workers' compensation, $250,000/$500,000 general liability, and $500,000 property damage. A prime contractor employee must serve as site superintendent. Evaluation weighs Technical Approach (Factor A) and Past Performance/Experience/Technical Capability (Factor B) as significantly more important than Cost Proposal (Factor C). Davis-Bacon prevailing wage rates apply (General Decision GA20260293). Amendment 0003, posted August 19, provides a revised SOW (dated August 19, 2026) and official Questions and Responses addressing footing specifications, construction details, and technical requirements.
