About this file
This is a Scope of Work (SOW) document for the National Park Service detailing boardwalk rehabilitation and replacement at Fort Frederica National Monument.
The project requires the contractor to demolish the existing wood boardwalk and construct a new boardwalk with improved life-safety features compliant with current International Building Code requirements. The work includes four primary construction components: (1) Elevated boardwalk footings and post anchorage using reinforced precast concrete footings with 4,000 psi minimum strength and cast-in-place J-bolt anchors; (2) Ground contact boardwalk construction using nominal 4x4 preservative-treated posts spaced at 8 feet on center, embedded in concrete with double 2x6 beams and 2x8 joists at 16 inches on center; (3) Elevated boardwalk construction with double 2x8 beams, minimum 6x6 posts spaced at 4 feet on center (interior) and 8 feet on center (perimeter), connected with Type 316 stainless steel through-bolts; and (4) Decking and guardrails consisting of 5/4 x 6 preservative-treated lumber decking and a two-rail guardrail system 42 inches high. All lumber in ground contact or embedded in concrete must be preservative-treated for ground contact, with corrosion-resistant fasteners throughout.
The contractor must provide material submittals for Government review prior to installation, a site-specific safety plan addressing site control and worker/visitor safety, Activity Hazard Analyses for demolition and structural work, and a one-year workmanship warranty. Resource protection requirements include limiting ground disturbance to the existing boardwalk footprint and approved Area of Potential Effect extending 10 feet beyond the perimeter, restricting new borings to 12 inches diameter with NPS archeological monitoring, and restoring all disturbed areas to pre-construction condition. The contract uses a lump-sum pricing structure with nine contract line items covering demolition, concrete placement, structural framing, decking, guardrails, general conditions, profit, and overhead, plus an option for installing two waysides interpretive panels at the elevated section.
