About this file

This is a Questions and Responses document for federal contract solicitation 140P5426R0020 regarding the replacement of a boardwalk at Fort Frederica National Monument. The question deadline was August 14, 2026 at 4:00 PM EST.

The responses clarify critical specifications for the boardwalk project: helical piles are not included in the scope of work; all reinforced concrete footings must be 12 inches in diameter by 12 inches in depth; interior bearing supports shall be spaced at intervals not exceeding 4 feet on center, with perimeter supports spaced at intervals not exceeding 8 feet on center; contractors must determine footing quantity based on boardwalk dimensions and bid sketches; concrete footings shall include welded wire mesh reinforcement as specified in the Scope of Work; and post bases must be commercially manufactured, sized for 6x6 vertical supports, compatible with preservative-treated lumber, and suitable for exterior use, with no specific manufacturer required. J-bolt anchors must be sized and positioned to accommodate the selected post base and cast into precast concrete footings during fabrication, with contractor submission required for government review prior to fabrication. Existing post voids within ground-contact boardwalk sections may be reused where practicable and widened up to 12 inches in diameter as necessary. The government has made clear that no additional construction drawings or structural details beyond the Scope of Work and Appendix A Bid Sketches will be provided, and contractors are responsible for verifying all dimensions and field conditions prior to construction.

Note: The following questions were received prior to the deadline for questions which was 08/14/2026 at 04:00PM EST as per the solicitation.

1. Do we have any helical pile scope in this project?

Response: No. Helical piles are not included in the Scope of Work.

2. The required quantity and exact locations of the new concrete footings.

Response: Concrete footing locations shall correspond with the required elevated boardwalk vertical support locations. Interior bearing supports shall be spaced at intervals not exceeding 4 feet on center, and perimeter supports shall be spaced at intervals not exceeding 8 feet on center. Contractors shall determine the required footing quantity from the boardwalk dimensions, support spacing requirements, and Bid Sketches.

3. Whether the 12-inch diameter x 12-inch depth applies to all footings.

Response: Yes. The 12-inch diameter by 12-inch depth requirement applies to all reinforced concrete footings supporting the elevated boardwalk.

4. Any footing drawings, structural details, or dimensions referenced as the “Contract Documents.”

Response: No additional footing drawings or structural details will be provided. Footing requirements are specified in the Scope of Work and Appendix A – Bid Sketches. The Bid Sketches are provided to communicate the Government’s minimum design intent.

Contractors shall verify dimensions and field conditions prior to construction.

5. Required reinforcement details beyond the welded wire mesh information provided in the

SOW.

6. Required manufacturer/type or specifications for the post bases and J-bolt anchors.

Response: No specific manufacturer is required. Post bases shall be commercially manufactured, sized for the specified 6x6 vertical supports, compatible with preservative-treated lumber, and suitable for exterior use. J-bolt anchors shall be sized and positioned to accommodate the selected post base and shall be cast into the precast concrete footing during fabrication. Contractor shall submit the proposed post base and anchor system for Government review prior to fabrication.

7. Whether any existing footing/post locations are intended to be reused and, if so, which locations.

Response: Existing post voids within the ground-contact boardwalk section shall be reused where practicable, as specified in Section 3.3. Existing voids may be widened as necessary, not to exceed 12 inches in diameter, to accommodate concrete embedment.

Exact reuse locations will be determined by existing field conditions and the required framing layout.

8. If there are construction drawings or additional structural details available for the boardwalk, please provide them for our review and pricing.

Response: No additional construction drawings or structural details are available. The Scope of Work and Appendix A – Bid Sketches provide the Government’s minimum requirements and design intent for bidding and construction. Contractor shall verify all dimensions and field conditions prior to construction.
