About this file
This is a Statement of Work (SOW) for the Fort Frederica National Monument Boardwalk Replacement project issued by the National Park Service (NPS).
The project requires complete demolition and removal of an existing elevated wood boardwalk structure, including all decking, framing members, guardrails, and associated components, with debris disposal occurring outside the park boundary in accordance with local, state, and federal regulations. The contractor must install reinforced 4000 psi concrete footings at specified locations using cylindrical excavations (12 inches diameter, 12 inches depth) with welded wire mesh reinforcement and J-bolt anchors for vertical supports. Construction of the new elevated wood boardwalk includes structural framing with double 2x8 preservative-treated beams supported by nominal 6x6 posts spaced not exceeding 4 feet on center for interior bearing and 8 feet on center for perimeter posts supporting the guardrail system. Decking shall consist of nominal 5/4 x 6 preservative-treated lumber with 3 ½-inch overhangs, and a two-rail guardrail system with 42-inch height measured from the walking surface must be installed along the full length. All lumber in ground contact or embedded in concrete requires preservative treatment for ground contact; all fasteners, connectors, and hardware must be Type 316 stainless steel or corrosion-resistant materials suitable for exterior and ground contact applications.
The scope includes protection of adjacent cultural and natural resources, with ground disturbance limited to the existing boardwalk footprint and areas within 10 feet of the perimeter. Contractor must provide material submittals for approval, a site-specific safety plan, and Activity Hazard Analyses for high-risk activities prior to work commencement. Deliverables include all major component submittals and a one-year workmanship warranty beginning upon final government acceptance. The contract pricing schedule includes separate line items for demolition, concrete footing placement, structural framing, decking, guardrail installation, general conditions, profit, and overhead, with all quantities listed as 1 Each on a lump-sum basis. Offerors must submit pricing for all base line items (CLINs 1-7) and Option 1 (marked as N/A); failure to do so may render the proposal unacceptable.

FORT FREDERICA NATIONAL MONUMENT
BOARDWALK REPLACEMENT
Statement of Work (SOW)
National Park Service (NPS)
1. Project Background and Justification
The National Park Service (NPS) is replacing an existing elevated wood boardwalk structure to address deterioration, improve visitor safety, and provide continued accessibility. The boardwalk is part of the visitor circulation system and provides an accessible route over a dry moat that defines the historic townsite boundary.
Replacement of the existing boardwalk provides the National Park Service the opportunity to improve life-safety features and construction practices consistent with current International Building Code requirements, including updated loading capacity and compliant guardrail and handrail configurations, while maintaining its role as an accessible route and interpretive feature.
2. Scope
The Contractor shall provide all labor, materials, equipment, and transportation necessary to complete the Work, consisting of:
1. Demolition, removal, and disposal of the existing elevated wood boardwalk structure, including all decking, framing members, guardrails, and associated components. Disposal shall occur outside of the Park boundary in accordance with Local, State, and Federal regulations.
2. Installation of reinforced concrete footings at locations and dimensions indicated in the Contract Documents.
3. Construction of a new elevated wood boardwalk structure, including framing, decking, and all structural components, in accordance with the Contract Documents.
4. Installation of guardrail systems along the full length of the boardwalk.
5. Construction of a continuous accessible route across the boardwalk in accordance with applicable standards.
6. Protection of adjacent resources and restoration of all disturbed areas to pre-construction condition.
3. Tasks
3.1 Demolition
1. Contractor shall demolish and remove the existing wood boardwalk structure in its entirety, including all decking, framing members, posts, guardrails, and associated components.
2. Contractor shall remove all existing posts and associated concrete encasements to the limits indicated in the Contract Documents.
3. Contractor shall perform demolition in a controlled manner to prevent damage to adjacent resources, including the dry moat and surrounding landscape.
4. Voids resulting from removal of posts and concrete encasements shall remain open for reuse where indicated in the Contract Documents. Contractor shall not backfill these areas unless directed by the Contracting Officer.
5. Contractor shall stage, contain, and remove all demolition debris from the site. All debris shall become the property of the Contractor and shall be disposed of outside of the Park boundary in accordance with Local, State, and Federal regulations.
6. Contractor shall maintain site control and implement measures necessary to ensure visitor and employee safety throughout demolition activities.
3.2 Footings
1. Contractor shall install reinforced 4000 psi concrete footings to support elevated boardwalk vertical supports.
2. Vertical supports at reinforced concrete footings shall be installed with approved pre-manufactured post base systems attached to J-Bolt anchors.
