One on One Discussion with Interested Source.

- MSE: Separately priced, respond to ROM.

- Estimated Award in May 2025, estimated RFP release in February 2025.

- Current strategy includes having a separate CLIN for MSE prior to CLIN for FAT.

- DCMA will track schedules, deliveries, timeliness.

- Interested Source would like to establish performance-based progress payments. They would like compensated as parts are manufactured.

o Government will further evaluate that possibility in Acquistion Strategy.

- How’s the approach different between the USAF and the USN regarding the handling of CDRLs?

o Air force is unaware of any differences at this time.

- Current acquisition strategy includes a 5-year IDIQ.

- Current acquisition strategy includes split award in which each awardee proposes on each delivery order in which a percentage of the requirement would be awarded to each awardee based on a pre-established formula for the difference in proposed price.

- Current acquisition strategy includes procuring 500,000 replenishment spares per the sources sought and Government responses to previous RFIs.

o Can Government award multiple DOs in an OP?

Yes, current acquisition strategy includes the possibility of issuing multiple delivery orders during one ordering period.

- Are there consequences if an awardee chooses to not bid on a future delivery order requirement in the IDIQ o The ordering procedures would require that all awardees complete orders which are predecessors to production delivery orders. (MSE, FAT, etc.). The current acquisition strategy has not entertained consequences for an awardee not bidding on future production delivery order requirements at this time. But 100% of the delivery order requirement would go to the awardee who provided a bid.

- Is there an IDIQ “off-ramp”?

o After award, No

- What are the “off-ramp” help if CHA wants to leave the IDIQ o There is no off ramp once it is awarded.

- Communication Expectations between Government and awardee after award includes a bi-weekly call.

- Deliverable CLINs are typically accepted at Origin, especially in FMS cases.

- Need for Use of Government furnished equipment/tooling would be included in RFP.

- Ordering period is typically 1 calendar year.

- Each Delivery Order within an Ordering Period is considered a separate order as far as price bands are concerned.

- A Plan test frequency Sample plan of 1/5 to 1/7 to 1/10 shared with interested source.

o Current acquisition strategy includes A Plan for every 5 Lots. If pass, increases to every 7 lots. If pass, increases to every 10 lots. If fails, resets back down to every 5 lots (failure may result in flight test).

- Interested offeror asked about possibility of increasing lot sizes. The Government will research possibility of increasing lot size based on current pallet restrictions.

- What are Acceptance and description sheets o List of chemical/material certifications (CoC/CoA)

- What is an REA? Where are regulations listed?

o Per Defense Acquisition University website, an REA is anything but a ‘routine request for payment.’ It is a remedy payable only when unforeseen or unintended circumstances, such as government modification of the contract, differing site conditions, defective or late-delivered government property or issuance of a stop work order, cause an increase in contract performance costs” o DFARS 252.243-7002 REQUESTS FOR EQUITABLE ADJUSTMENT as prescribed in

FAR 243.205-71.

- Is there a guarantee minimum order each year?

o Not at this time

- DMSMS

o If a gov’t directed supplier leaves the business, who is responsible for qualifying an additional vendor?

The gov’t would work on qualifying an additional source

- Configuration Management Plan: What if the government makes a change?

o We would request the vendor to note the change and plan hence forth.

- What can interested vendor do to request reimbursement if prices increase that are unexpected?

o Reimbursement for price increases is not possible by virtue of it being a Firm Fixed Price contract.

- How is the government establishing sections L&M to award to both vendors no matter the pricing.

o We are still looking into that.
