Interested Vendor One on One Meeting
Timeline for Release of RFP in Feb. - Mar. time frame.
30 day response period.
Intend to issue a draft RFP prior.
MSE separately priced CLIN.
The goal is 120 days pop for the MSE.
6 months pop (on or before) for the First Article after receipt of approval of MSE.
365 day POP for production.
May - June contact award.
Additional time may be required for extension of RFP. The intent of the draft RFP is to minimize that.
Current acquisition strategy is to do a split award.
Requirement includes 5 year IDIQ for between 500K and 750K total units.
This will include FMS which are harder to forecast.
Questions
Question: CDRL A001 GFP consumption report does not require a specific template.
Answer: Intent is to avoid issues with cartridges left over at the end of the contract.
Note: Dispensers are linked to the contract.
Question: A008 Test inspection report has 30 day response time and can that be reduced?
Answer: No, but government will attempt to do that as soon as possible.
Question: CDRL A009 the failure summary and analysis report – Is it ok to not submit report?
Answer: No - submit per CDRL with letter of transmittal.
Question: Does email notification suffice for notification for CDRL A009
Answer: Yes it has to be submitted to CO.
Question: can we extend the preliminary report 7 days to 15 days and push revision or final report from 15 days to 30 days.

Question: Can A010 acceptance and description sheets be waived?
Answer: No.
Question: Can you tell me what the difference is between A012 and A013?
Answer: One is AIE (A012) - Is what you have done before.
One is MSA (A013) – Doing analysis which ties into automated systems. Deals with acceptance parameter.
Question: What is goal of CDRL A016 Diminishing Manufacturing Sources and material.
Answer: Goal is to call out risks in the report and ensure communication between Gov. and contractor occurs to minimize risk.
Question: CDRL A015 shows DID 81949/t. A019 shows 80442/t. Does /t mean anything?
Answer: Government will investigate and provide reason or an
Question: CDRL A017 Report of Record of meeting minutes. When is it required and what content is required?
Answer: Provide weekly and power point presentation.
Question: What is intent of A018 Production status report?
Answer: The intent is a monthly recap of production status and how we are looking on the overall schedule.
Question: Is there preferred template for A019?
Consumption report will suffice per format provided in CDRL to notify the government what it has and for managing inventory.
Question: Will A021 SPC Plan be included in MSE package?
Answer: Yes.
Question: Is it possible to go see production at Crane.
Answer: Yes with a 14 day notice.
Question: Will USG provide MJU-11 Magazines?
Answer: Yes
Question: Will USG provide steel pallets?
Answer: Government will look into that.
Question: Is Government providing the CCU 145F
Answer: Yes
Question: Is there a timeline for Government tests.
Answer: Yes, but not for flight test.
Question: Is it possible to make DTL a recommended document?
Answer: No
Question: What is the Response time to RFVs?
Answer: Minors are 45 days and Majors are 60 days
Question: Is there contractual language to distinguish between minor and major RFVs.
Answer: Mil Handbook for configuration management. Will look up.
Question: Is there a unit price the Government has in mind?
Answer: Government has its estimates but can’t share.
Question: What is the output for Crane?
Answer: Output is roughly a 100,000 flares a year.
Question: Can AF commit to evaluating lots in consecutive order?
Answer: No
Question: Will Gov. provide comprehensive FMEA (Failure Analysis)?
Answer: We currently do not have to one to provide, but we will look into that.
