Interested Vendor Question and Answer
Question:
The Authority Data Acquisition Document DI-QCIC-81960 referenced on the MSE CDRL A012 & A013 requires items under the AAIE section (specifically the “final design” section) that imply equipment must be purchased and tested. Same with non-destructive test equipment. If items like test results and calibrations are required for the MSE CDRL, then qualified vendors must price in the cost of equipment, testing, and compiling test results at risk of USG approval in order to satisfy that DID, which I don’t think is your intent. We also could not purchase, install and test that equipment within the 120 day requirement.
Answer:
MSE CLIN scope of work is administrative work only and does not include the purchase of equipment. The MSE CLIN scope does include testing and compiling test results into appropriate CDRL format.
In addition, the Government will allow the awardees to submit a draft MSE. the Government may elect to issue the First Article delivery order prior to receipt of the final MSE based on completeness and quality of the draft MSE. Issuing the First Article delivery order would also be contingent on the Government previously issuing a FOPR (Fair Opportunity Proposal Request) for the first article, receiving a proposal, and evaluating the proposal. An approved MSE CDRL is required prior to beginning work on First Article.
