About this opportunity
The Department of Energy, procuring through the University of California on behalf of Lawrence Berkeley National Laboratory, seeks fabricated components for Storage Ring embedded floor plates for the ALS-U project, with proposals due November 11, 2026, and questions due October 26, 2026. This is a small business set-aside; the small business size standard under NAICS 332999 is 750 employees.
Place of performance is Berkeley, California. The procurement requires delivery of 96 fabricated embedded floor plate components across nine design variants, with first article delivery of two units due January 5, 2027, followed by eight production batches with deliveries ranging from February 15 through July 30, 2027. Components must be serialized per engineering standards EG-1002-1955 and SAE AS478-15B2. Quality assurance mandates 100% inspection of all first article and production parts, with inspection data submitted via CMM or laser tracker for first articles and templates or CMM for production units. The subcontractor must maintain a quality program compliant with the ALS-U Supplier Quality Evaluation Survey AL-1208-0209 and submit monthly status reports by the 10th of each month.
Technical evaluation criteria are: ability to meet SOW specifications; delivery schedule with firm calendar dates and identified shipping carriers; manufacturing capabilities including calibrated measurement tools and equipment documentation; past performance on similar contracts within the last five years with references; and quality assurance program documentation. Evaluation uses lowest evaluated price for award among responsive, responsible offerors deemed technically acceptable. Proposals must include a cover letter, technical volume, business volume with completed Representations and Certifications, Price Proposal Schedule, and acceptance of the sample subcontract. The work is governed by Prime Contract No. DE-AC02-05CH11231. Optional value-added services include measurement templates, CMM measurements, controlled materials storage, and post-completion hole machining. The Procurement Point of Contact is Arielle Anoop, AAnoop@lbl.gov, 510/486-5519.
