About this opportunity

The Missile Defense Agency seeks multi-disciplined architect-engineer services for advanced planning, site investigation, and engineering support for U.S. military projects through a multiple-award indefinite delivery–indefinite quantity (IDIQ) contract, with proposals due October 21, 2026. This is an unrestricted procurement.

Place of performance spans the continental United States, U.S. territories, and foreign locations including Germany, Denmark, Turkey, Bulgaria, Israel, Saudi Arabia, Poland, Romania, the United Kingdom, Japan, Australia, Canada, and Czech Republic, with bulk work performed in contractors' U.S. home offices. All contractor personnel must possess a favorably adjudicated Top Secret or TS/SCI clearance enrolled in Continuous Evaluation/Continuous Vetting at contract award and throughout performance, and all must be U.S. citizens. The contractor must maintain a SECRET facility security clearance and handle classified information at the SECRET level. All work must comply with DoD Instruction 5200.48 for CUI protection, NISPOM requirements, and annual DoD Information Assurance Training.

Services include feasibility studies, trade studies, land use planning, infrastructure planning, environmental assessments, design criteria development, topographic and geotechnical surveys, HAZMAT surveys, power studies, acoustic studies, NEPA reviews, and transportation planning for missile control buildings, industrial workshops, power plants, communications facilities, and tactical support facilities. The contract structure comprises one 12-month base period, four 12-month option periods, and a 6-month extension option. The Government anticipates awarding at least three contracts on an unrestricted basis. Total capacity across all awardees shall not exceed $95 million, with a minimum guarantee of $1,500 per awarded contract. Work will be issued via negotiated firm-fixed-price task orders. The NAICS code is 541330, Engineering Services, with a small business size threshold of $25.5 million.

Evaluation criteria include Specialized Experience & Technical Competence (three recent projects demonstrating advanced planning and facility system engineering expertise), Professional Qualifications (Certificate of Authorization and key personnel resumes for 16 specified disciplines), Past Performance, Capacity (ability to handle three simultaneous $5 million task orders annually), and Knowledge of Locality. Secondary evaluation criteria—Small Business participation goals and Department of War contract awards in the last 12 months—apply only as tiebreakers. Proposals must be submitted via PIEE Solicitation Module as searchable Adobe PDF with minimum 10-point font. The RFP number is HQ085426RE004, updated from HQ085426RE0004 on September 28, 2026.
