About this file

This document is a Government Responses to RFI Questions file addressing inquiries from prospective contractors regarding the Missile Defense Agency's Advanced Planning Services indefinite delivery contract (IDC) solicitation HQ085426RE004. The responses clarify key submission and evaluation requirements for this new facility planning contract.

The solicitation requires offerors to submit five (5) key projects demonstrating relevant experience: three projects in advanced planning and siting for new construction, and two projects in facility system engineering studies. Projects must demonstrate that a completed designed product (planning, engineering study, or activity) was accepted by the project owner within the last ten (10) years, with documentation provided through Past Performance or Project Performance Questionnaire (PPQ). The contract seeks personnel with specific expertise including Lead Scheduler (accepting PSP, AACE, or PMI certifications), GIS Management/GIS Operations (with required GISP/ESRI registration), and facility engineering expertise demonstrating competencies in FMECA, RAM analyses, HEMP survivability, anti-terrorism force protection, explosives safety, protective construction, TEMPEST, and critical facility systems. Key personnel working as subcontractors must demonstrate a minimum of one year cumulative successful project execution with the primary firm. Organizational charts may be submitted on one 11"x17" page counting as one page toward submission limits. The government confirmed it will not extend the proposal submission deadline and that all project examples will be evaluated equally regardless of whether they support missile systems programs. Previously completed PPQs should be included with proposals, while newly requested PPQs should be submitted directly to the designated MDA point of contact.

#ReferenceQuestion TextGovernment Response
N/AIs there any incumbent/recompete or this is a brand-new project? If yes, could you please provide us with their award number or even if the customer bought similar services in the past. This is a new project.
Section FPlease confirm the two required Section F projects must have led to construction and not be construction complete by the time the solicitation was posted.Confirmed
Section EFor the Lead Scheduler personnel, will the government accept a Planning & Scheduling Professional (PSP) registration in lieu of an AACE or PMI registration?A PSP certificaiton in lieu of AACE or PMI is acceptable.
Section EFor the GIS Management/GIS Operation personnel, because a GISP/ESRI registration is typically not required to perform geographic information system work, will the government consider removing these registration requirements? No
Criteria AUnder Criteria A, the solicitation asked for three projects that are associated with advance planning and siting for new construction and defining recenty as, "A key project will only be considered recent, if the contractor demonstrates through documentation that the completed designed product has been accepted by the project owner within the last ten (10) years.".Noted
Criteria APlease clarify which "features" the Government is referencing in Criteria A (on page 6) and under Relevancy Assessment (on page 9) when stating, "..(4) and where the project involves a greater number of features as described above."The "features" described in Criteria A are the "core competencies and specialized analytical techniques" mentioned in the paragraph above that starts with "It is not required..." Verbiage has been updated to match on both p. 6 and p.9.
Section FPlease clarify the number of projects that are to be submitted in Section F. Criteria A indicates three (3) recent and relevant projects two associated with planning and siting and (2) relevant key projects associated with enginerring studies which would total five (5). Submission Requirements Paragraph F, states that three (3) key projects are to be submitted. Should three (3) or five (5) projects be submitted?Confirm 5 projects, verbiage has been updated in Part I, Section F.
Criteria A / Section FPlease clarify whether offerors should submit five Section F projects (three advance planning/siting projects and two facility system engineering projects) or three Section F projects.Confirm 5 projects, verbiage has been updated in Part I, Section F.
Criteria A / Section FPlease confirm that the Government will accept a completed A-E Services requirement or planning deliverable as meeting the definition of “designed product”.Confirmed
SF 330 Part 1, Section DPlease confirm whether the Section D Organizational Chart may be submitted on one 11" × 17" page, and whether the 11" × 17" page will be counted as one page toward the page limitation.Confirmed
Section FThis requirement appears to differ from Criterion A’s requirement for three planning/siting projects plus two facility-system-engineering projects. Please confirm that five (5) projects are required to be submitted.Confirm 5 projects, verbiage has been updated in Part I, Section F.
Criteria A / Section FSection 2.0 of the Statement of Work (SOW), this contract will provide "advanced planning, study, and conceptualizing of new facilities and sites..." and Section 2.2 does not list design as one of the expected requirements. Criteria A in the Solicitation is aligned, in that it requires Key Projects to demonstrate planning and engineering study experience. However, the Submission requirements (part F) looks to be more aligned to a design contract, as it requires demonstrated "experience in the design of facilities." Please confirm the Key Projects are intended to be submitted per Criteria A definition - i.e., that they should be aligned with advanced planning or engineering studies and NOT "design of facilities."Confirmed - Key projects are intended to meet the requirements described in Criterian A on p. 6, which has been updated to clarify.
Criteria A / Section FPlease confirm “led to construction” requires that a construction contract was subsequently awarded, but construction need not be completed.Confirmed
SOW 11.2Permits are typically not required for planning work. What permits are anticipated to be needed?Planning activities may include permits related to geotechnical, topographical and environmental surveys.
Criteria BThe SOW description of services indicates this is a facility planning contract that does not require stamped design documents. A typical contract requirement for a Facility Planning IDIQ has the Lead Program Manager, the Lead Project Manager, and Lead Quality Control Manager requiring planning credentials such as the American Institute of Certified Planners (AICP) or at a minimum a Project Managagement Professional (PMP). Please clarify that these credentials are acceptable for the Lead Program Manager, the Lead Project Manager, and the Lead Quality Control Manager. Please provide qualifications in accordance with the solicitation.
Criteria BRecommend adding Lead Master Planner as a KP.No
Criteria AConfirm that the specifications identified in the Submission Requirements under Section F precede the requirement in Criteria A (i.e., firms submit 3 projects total).Confirm 5 projects, verbiage has been updated in Part I, Section F.
Attachment L-02Please allow firms to submit the completed PPQ document within the proposal versus having the client submit directly to the Contracting Officer.Follow the instructions in the soliciation.
Are Offerors expected to complete the STANDARD FORM 1442 Page 1 and 2 that was provided in the attachments and include within the proposal? If yes, confirm the document is to be included in the Supplemental Information section. Please complete pages 1 and 2 where applicable on the SF 1442
There is a discrepancy between the SAM.gov record’s Notice ID (HQ085426RE0004) and Notice ID/Solicitation No. used in the documents attached to the SAM.gov record (HQ085426RE004). Confirm the correct number to be used on firms’ responses.HQ085426RE004 is correct and has been updated on SAM.gov in the "Description" section.
Criteria ACan the government confirm that project examples not in support of a missile systems program will be evaluated equally to projects that are in support of a missile systems program? All project examples will be evaluated in accordance with the solicitation.
Criteria AThe solicitation states: “A key project will only be considered recent, if the contractor demonstrates through documentation that the completed designed product has been accepted by the project owner within the last ten (10) years.” Can the government clarify what “documentation” meets this requirement?Past Performance or PPQ accompanying the key project.
Criteria AThe solicitation states: “Each project will be submitted using one (1) SF330 Part I, Section F form.” Will MDA allow two pages per project example? This will enable firms to supply sufficient detail to the government for evaluation.Acceptable
Criteria AThe solicitation states: “A key project will only be considered recent, if the contractor demonstrates through documentation that the completed designed product has been accepted by the project owner within the last ten (10) years.” Please define what constitutes a “designed product”.A completed planning, engineering study or activity meeting the requirements contained within the solicitiation.
Criteria BThe solicitation states: “If a submitted key discipline works for a subcontractor to the primary firm, then they should demonstrate successful project execution as a subcontractor with the primary firm for a minimum of one (1) year.” Can the government clarify if this metric is measured by total years the two firms have worked on projects together? The one year minimum requirement does not have to be continuous and can be cumulative.
Criteria CFor confidential projects in which clients will not complete a CPARS or PPQ, is it acceptable to submit a letter of commendation? The PPQ can be completed to not include confidential information
Criteria CCriterion C: There is conflicting information in the solicitation regarding whether to include PPQs in our proposal or instruct our clients to submit them directly to the MDA POC. Should Offerors only include previously completed PPQs in our proposals, and direct our clients to submit newly requested PPQs to the MDA POC identified in Attachment L-02?Offerors should include previousliy completed PPQs with proposals; newly requested PPQs should be submitted to the MDA POC per the solicitation.
Criteria CCan the government clarify when firms would be granted an opportunity to respond to any adverse past performance?Upon request
Submission RequirementsWill one 11x17 page for the organization chart be allowed and counted as 1 page?Yes
Solicitation (Security requirements)Can the government clarify how firms should demonstrate employee secret security clearances? For example, is providing the number of staff who hold secret clearance acceptable? Or, should firms identify any resume’d key personnel who hold this clearance in the proposal?Identify any resume’d key personnel who hold this clearance in the proposal
Submission RequirementsWill MDA consider extending the proposal submission deadline to allow offerors adequate time to adjust to any Q&A responses and prepare the strongest possible response? No
Criteria CAre Attachment 5 PPI forms required for projects that have a CPARS or a previously completed PPQ?No
Criteria APlease clarify/define what are the "specialized competency areas" and "specialties identified" and “unique areas”"specialized competency areas", "specialties identified" and "unique areas" all refer to Page 6 "Facility engineer expertise demonstrating core competencies and specialized analytical techniques such as FMECA, RAM analyses, HEMP survivability, AntiTerrorism Force Protection, explosives safety, prediction of explosive effects, protective

construction to mitigate explosive effects, extreme environmental conditions, TEMPEST, Secret Compartmentalized Information Facilities, physical and electronic security systems, power plants, radar facilities, standard and critical communication facilities, and intrusion detection systems requirements are required. " 34 Submission Requirements Would the Government consider extending the proposal due date by an additional two weeks? Given the scope and complexity of the solicitation, additional time would help offerors prepare more thorough and competitive submissions. No
