About this opportunity

The Federal Highway Administration's Eastern Federal Lands Highway Division is procuring up to four Multiple Award Task Order Contracts (MATOC) for highway, street, and bridge construction services, with potential design and design-build capabilities, in the Mid-Atlantic Region including Virginia, West Virginia, Maryland, and the District of Columbia. The work scope encompasses diverse infrastructure projects such as roadway rehabilitation, asphalt and concrete pavement construction, embankment repairs, culvert replacements, bridge repairs and replacements, and related construction services. Contractors must demonstrate recent relevant experience, proven past performance, and maintain bonding capacity of at least $3,000,000 per contract and $15,000,000 aggregate, with the ability to handle multiple concurrent task orders. The solicitation employs a best-value trade-off source selection process where non-price factors are significantly more important than price in the evaluation. The original proposal due date was August 29, 2025, at 2:00 PM EDT, with Amendment 0002 issued on August 22, 2025, providing final clarifications and plan revisions.

This opportunity is designated as a Total Small Business set-aside, restricting participation to small business concerns only, with businesses having average annual gross receipts above $45 million over five years considered large businesses and therefore ineligible. The MATOC structure features a shared ceiling value of $60,000,000 among all IDIQ contract holders, with individual task orders expected to range from $50,000 to $3,000,000, though larger projects may be acceptable under specified criteria. The seed project, located in the Chesapeake and Ohio Canal National Historical Park in Montgomery and Washington Counties, Maryland, involves tunnel repairs at McCoys Ferry, Four Locks, and Carderock sites with an estimated value between $2-3 million. Performance will occur throughout the Mid-Atlantic Region, with the base task order allowing a maximum performance period of 160 calendar days if both schedules are awarded simultaneously, or 145 days for the base schedule alone. The procurement includes detailed technical specifications for concrete work, masonry repairs, drainage improvements, and roadway excavation as demonstrated in the comprehensive seed project requirements.
