About this opportunity

Argonne National Laboratory, part of the Department of Energy's Office of Science, is seeking a contractor to purchase, install, and provide on-site training for a micromechanical testing system designed to operate inside a Scanning Electron Microscope (SEM). This solicitation uses a Lowest Price, Technically Acceptable (LPTA) methodology to evaluate proposals, which means technical compliance is as important as pricing. Prospective offerors must submit detailed documentation by December 19, 2024, including a completed ANL-70 Request for Quotation, ANL-70B Pre-Award Information, LPTA Form, and pricing evidence. Questions about the solicitation must be submitted in writing by December 12, 2024, at 3:00 PM CST, with answers to be distributed to all potential bidders by December 13. The technical requirements are comprehensive, covering precise specifications for sample positioning, loading configuration, force measurement, and testing capabilities.

The solicitation is not set aside for any specific small business category and will be open to all qualified vendors. The contract involves procuring one complete micromechanical testing system with installation and training, with a specified 24-week lead time for delivery and installation at Argonne's Lemont, Illinois campus. The system must enable researchers to perform micron-scale mechanical testing on radioactive and non-radioactive materials, with capabilities for measuring ion irradiation impacts and testing mechanical properties of multilayer coatings. The Laboratory intends to award two Blanket Purchase Agreements (BPAs), with subsequent task orders to be rotated or competed among the BPA holders. The total project timeline includes system delivery by week 24 and user training completed by week 28, with the entire process taking place in Building 205, Room F125 at the Argonne National Laboratory facility.
