About this opportunity

The Air Force Research Laboratory (AFRL) has issued the Microelectronics Innovation for Next-generation System Advancement and Validation (MINSAV) Advanced Research Announcement (ARA), which will solicit proposals through future calls to advance commercial and government-developed sensor signal generation and processing microelectronics technologies. The program aims to construct prototype systems demonstrating microelectronics capabilities for Department of Defense applications including autonomous systems, artificial intelligence, precision navigation and timing, electronic warfare, data processing, and strategic applications. Call 04 specifically seeks monolithic ASIC designs for a 30-month effort valued at approximately $60 million, with proposals due by 5:00 PM EST on July 3, 2025. Evaluation will be conducted through peer or scientific review with technical merit as the primary criterion and cost/price as secondary, requiring offerors to have DCMA-approved accounting systems for cost-plus contracts. Foreign participation is not authorized due to the sensitive nature of the technology and export control regulations.

This opportunity uses no set-aside designations and is unrestricted to all business sizes and eligible entities. The broader MINSAV ARA program has an $800 million ceiling over multiple awards ranging from $10-200 million each, with the current solicitation period extended until October 1, 2029. Call 04 anticipates awarding a Cost-Plus Fixed Fee contract in September 2025 for 27 months of technical work plus 3 months of final reporting. Contractors are expected to fabricate at least two demonstration units (threshold) with potential for up to eight units, focusing on rapid development and transition of ASIC technology. The program classification level can extend up to Top Secret/Sensitive Compartmented Information, though Call 04 is intended to be unclassified.

The objective of the MINSAV effort is to acquire the design and fabrication of commercial and government developed sensor (signal) generation and processing technologies to enhance the US commercial microelectronics ecosystem and align commercial development with DoD needs to maintain US technological superiority in warfighting capability.

Experimentation under the MINSAV ARA will construct prototype systems that demonstrate microelectronics capabilities that yield technical offset for DoD related autonomous, artificial intelligence, position navigation and timing, electronic warfare, data processing, spatial / spectrally agile, and strategic applications.
