About this opportunity
The Multi-Spectrum Defensive Electronic Warfare (MSDEW) Advanced Research Announcement seeks proposals for the design, development, and demonstration of advanced electronic warfare sensors and systems to enhance national defense capabilities in contested environments. The Air Force Research Laboratory (AFRL), under the Department of the Air Force Materiel Command, is procuring solutions that advance electronic warfare signal capabilities, including electro-optical and radio-frequency countermeasures, threat warning sensors, and cyber-secure open electronic warfare systems through design, modeling, simulation, experimentation, testing, and field demonstration activities. Key requirements include U.S. citizenship for personnel with security clearances up to Top Secret level, adequate accounting systems certified by the Defense Contract Management Agency for cost-reimbursable contracts, and compliance with export control regulations and Operations Security procedures. Proposals will be evaluated based on technical merit and cost, with emphasis on understanding technical scope, demonstrating related experience, potential to advance technology maturity, and demonstrated ability to transition research findings to future government operational needs. The ARA will remain open for proposal submissions through July 13, 2027, with specific proposal due dates and submission requirements to be identified in individual subsequent calls issued throughout the program period.
This is an unrestricted procurement with no set-aside designations, open to businesses and educational institutions of all sizes, with the small business size standard established at 1,000 employees under NAICS Code 541715. No incumbent contractors are identified in this pre-solicitation notice. The total estimated program value is $396.6 million, with individual awards anticipated to range from $20 million to $100 million each, structured as Federal Acquisition Regulation-based cost-reimbursement Indefinite Delivery/Indefinite Quantity contracts and/or Other Transactions authorized under 10 U.S.C. Sections 4022-4023. Multiple awards are anticipated across the program lifecycle. The effort requires Top Secret security classification for the majority of awards, and contractors must maintain comprehensive security programs addressing physical security, information security, personnel security, cybersecurity, and operations security requirements as outlined in AFRL policy AFRLI 61-113, which mandates security risk reviews of senior and key personnel.

MSDEW ARA will develop sensors and systems supplies to meet the need for the national defense for improved joint lethality in contested environments, the ability to strike diverse targets inside adversary air and missile defense networks, and support a force which can deploy, survive, operate, maneuver, and regenerate in all domains while under attack. The program advances the Air Force EW (signal) capabilities to meet the need for the national defense and requires acquisition of aeronautical supplies, parts, accessories and designs for experimental and test purposes. These above strategic objectives will be accomplished through design, modeling, simulation and analysis (MS&A), experimentation, testing, and demonstration of multi-spectrum threat warning and countermeasures sensors, systems and technologies. This ARA will be open for Calls through 13 Jul 2027.
UPDATED April 2026: This solicitation update is for annual administrative updates and also updates all FAR/DFARS references to now reference Revolutionary FAR Overhaul (RFO/R-DFARS) references.
UPDATED April 2025: This soliciation update removes references to an announcement level Model Contract as Model Contracts will be issued at the Call level. This update also makes minor administrative updates to the announcement.
UPDATED November 2024: This solicitation update removes all references to Call 01 as that call is closed; extends the close date for the ARA for two years until 13 Jul 2027; adds the Security Risk Review - AFRLI 61-113 and appendices; and updates the primary and second points of contact (POCs).

Call 01 entitled "Threat Assessment & Aircraft Protection Defensive Electronic Warfare (TAAP-DEW)": The objective of TAAP-DEW is to design expendable (ordinance) and directed-energy (signal) countermeasure concepts, in electro-optical (EO) and multi-spectrum electro-optical/radio-frequency (EO/RF) domains, in response to an ever-changing missile threat landscape using threat exploitation; modeling and simulation evaluation; and hardware and field testing. These concepts, together with enabling tools and hardware test assessment, will drive improved aeronautical subsystem and CM flare ordnance to develop best supplies for increased protection of aircraft.
