About this file
This document is a Questions and Answers (Q&A) file for the Microelectronics Innovation for Next-Generation System Advancement and Validation (MINSAV) Call 04, dated 16 June 2025, issued by the Department of the Air Force Research Laboratory at Wright-Patterson Air Force Base, Ohio. The Q&A addresses two key technical clarifications for potential contractors: first, VEYRON is explicitly seeking monolithic ASIC designs and will consider chiplet-based solutions as non-responsive; second, performance metrics are to be treated as goals rather than strict requirements, with desired improvements in power consumption and RF characteristics to be evaluated against the technical and schedule risks of the proposed design.

Questions(Q) and Answers(A)
16 June 2025
Q - Would a chiplet based solution be considered responsive?
A - VEYRON is seeking monolithic ASIC designs, so a chiplet approach will be considered non-responsive.
Q - Are performance metrics considered requirements or goals?
A - Performance characteristics can be considered goals. Reductions in power consumption or improvements in RF characteristics are desirable, however this would be tied to the proposed transition path and measured against the technical and schedule risk associated with successfully completing the proposed design.
