About this opportunity

The Air Force Research Laboratory (AFRL) is soliciting proposals under the MINSAV Call 05 "TALOS" program to advance the design and fabrication of commercial and government-developed sensor signal generation and processing microelectronics technologies for next-generation Department of Defense capabilities. The procurement focuses on maturing, verifying, and delivering microelectronics capabilities that support autonomous systems, artificial intelligence, precision navigation and timing, electronic warfare, data processing, and strategic applications through prototype system development and robust experimentation. The estimated total contract value is $34 million under a Cost Plus Fixed Fee arrangement structured as an Indefinite Delivery/Indefinite Quantity contract spanning five fiscal years: $9 million (FY25), $8 million (FY26), $13 million (FY27), $3.5 million (FY28), and $0.5 million (FY29). The total period of performance is 39 months, consisting of 36 months of technical effort and 3 months for final reporting. The work will be performed at Wright-Patterson Air Force Base, Ohio, and applies to the NAICS category 541715 (Research and Development in the Physical, Engineering, and Life Sciences) with a small business size threshold of 1,000 employees. Foreign participation is not authorized due to classification sensitivity and ITAR-controlled information restrictions, with the Government providing Government Furnished Property and access to DoD Supercomputing Resource Center tools.

AFRL/RYD has a need toadvance the design and fabrication of commercial and Government developed sensor (signal) generation and processing microelectronics technologies for the purpose of maturing, verifying, assuring, and delivering next generation national defense capabilities to critical Department of Defense (DoD) systems through robust experimentation and testing. 

Experimentation under the MINSAV ARA will construct prototype systems that demonstrate microelectronics capabilities that yield technical offset for DoD related autonomous, artificial intelligence, precision navigation and timing, electronic warfare, data processing, spatial/spectrally agile, and strategic applications.
