About this opportunity
The U.S. Air Force Air Education and Training Command seeks uninstallation of approximately 98 existing Panasonic projectors and installation of 98 government-furnished Christie DWU760A-iS projectors across the Medical and Education Training Campus (METC) at Joint Base San Antonio-Fort Sam Houston, Texas, with quotes due September 18, 2026, at 12:00 p.m. Central Time. This is a 100% small business set-aside; only small business concerns under NAICS 238210 (Electrical Contractors and Other Wiring Installation Contractors) with a $19.0 million size standard are eligible.
Place of performance is Fort Sam Houston, Texas 78234. The contractor must unbox, mount, align, and test all projectors using existing cable and mounts; transport old projectors to the METC IT warehouse; and program the new projectors for system integration. A Crestron Programmer with a minimum of 5 years' experience is mandatory. All uncompiled code and technical drawings must be delivered to the METC AV Team upon completion. Installation spans approximately 60 classrooms across three Medical Instruction Facilities (Buildings 895, 899, and 1356), with work authorized nights and weekends. Delivery and installation must be completed no later than 180 calendar days after contract award. The Government will provide approximately 95 percent of uncompiled Crestron source code; contractors must price for new code creation in rooms lacking uncompiled code.
The contract is firm fixed-price, FOB Destination, with two CLINs: CLIN 0001 (removal) and CLIN 0002 (GFE installation). Award will be made to the responsible small business vendor offering the lowest technically acceptable price. The three lowest-priced timely quotes will be evaluated for technical acceptability. A mandatory site visit is scheduled for September 15, 2026, at 10:00 a.m. at Building 1364, Room 220; base pass requests are due by September 11. Technical questions are due September 16 at 12:00 p.m. Central Time. Quoters must register in SAM, maintain electronic invoicing capability through WAWF, and acknowledge receipt of Amendment 02 by the submission deadline. The Government reserves the right to cancel without obligation to reimburse preliminary costs. Service Contract Act wage determination 2015-5253 (Revision 31) applies.
Notice text
This task will involve the vendor uninstalling the current old/dated Panasonic projectors and installing new Christie projectors, which are already on hand and in METC’s inventory (GFE). The installation shall utilize the current cable and mounts already in place, as no additional cable runs are required. Subsequent programming will be necessary to ensure the new Christie projectors communicate and function correctly with the current system. This request would also include the ability for vendors to work nights/weekends to complete installation of media equipment. Specifically, the replacement of approximately 100 projectors within identified classrooms (Appendix B) Vendors will uninstall the old projectors and move them to the METC IT warehouse.
Vendors will unbox, install, mount, align and test the new projectors to ensure proper viewing, functionality, and integration into the system. The contractor will discard all trash and debris from unboxing and installation.
Existing code is on hand, but new code may need to be written. A Crestron Programmer with 5 plus years of experience is required to complete this upgrade (no exceptions). Any code created must be uncompiled and along with any drawings are required to be turned over to the METC AV Team upon completion of the installation.
