About this file
This is a Questions and Answers (Q&A) document for a Christie Projector Installation federal contract opportunity. The document addresses 44 inquiries from potential offerors regarding a projector replacement and integration project at METC (Military Education and Training Centerization).
The project involves removing approximately 60 classrooms' existing Panasonic PTRW-330U projectors and installing Government-Furnished Equipment (GFE) Christie DWU760A-iS Black projectors (1,920x1,200 resolution, 7,150 lumens, 30 lbs each). Some rooms contain multiple projectors (approximately 80 total projectors across roughly 60 rooms with three different room configurations). The contractor has 180 calendar days from award (anticipated before September 30) to complete installation, programming, testing, and acceptance. Existing mounting hardware is compatible and will be reused. Installation heights range from 7 to 9 feet and are accessible via 6 to 8-foot ladders without requiring lifts. The Government will provide 95 percent of uncompiled Crestron DMPS-300-C source code; rooms with three projectors lack uncompiled code, requiring contractors to price for new code creation. Each classroom operates as a separate codebase with standardized programming across approximately 60 rooms. All Christie projectors include accessories and lenses. The Government will remove equipment obstructions, resolve pre-existing AV system deficiencies before work begins, and provide replacement cables or mounts if faulty. The contractor is responsible for achieving 100 percent operational status post-installation and must provide one-year workmanship warranty. The contract structure includes two CLINs: CLIN 0001 (removal pricing) and CLIN 0002 (GFE installation). Night and weekend work may be authorized but is not required; this is a firm-fixed-price contract with no rate renegotiation post-award. Base passes will be provided for 180 days to all contractor personnel. One Government AV technician per day will provide monitoring and minor assistance. Multiple contractor crews may work simultaneously with prior coordination. Final payment acceptance occurs only after all work completion.

Christie Projector Installation Questions and Answers
Will trash facilities be provided onsite for contractors to depose of trash/debris?
Dumpsters and recycle containers are avaialbale at least one to two block from work site
The SOW mentions "Any walls that are worked upon will be repaired with patch and paint if necessary" Please clarify if contractors are expected to provide patching/painting with projector installs. If so, please provide all relative paint color codes for the spaces.
No patching or painitng should be necessary for this project unless the contractor at their own fault causes damage to a wall.
SOW Section 2 - Description of Services, calls out potential night/weekend work to complete installation. Please specify if this is required for the entire installation period, as night/weekend work may incur different labor rates. A working class schedule over the 180 day PoP may help contractors propose a tighter tentative work plan and priced accurately.
This is not required for the entire period but may be authorized for some classrooms due to scheduling. Please note this is a firm fixed priced requirement. Therefore pricing will not be re-negoitated after award to include additional rates for outside normal business hours.
21 Are clearances required for technicians onsite?
base access is required for every contractor employee a base pass will be provided for all before installation begins.
What is the warranty of workmanship period expected of the contractor completing the installation?
Standard Commercial warranties include a one year warranty covering the work being completed by the contractor.
Is each classroom separate (one codebase), or is everything linked together in one codebase?
EACH classroom is seperate with its desiganted codebase; no rooms are linked together.
Can the existing projectors be safely accessed using a ladder, or would a lift or other access equipment be required? No room would require more than an 8-foot ladder?

It was mentioned during the site walk that the existing Crestron code will be provided for each of the 100 projectors. Will this include the archived project files for both the SIMPL Windows and VT Pro-e programming? Will the Government identify which source-code file or configuration applies to each Appendix B room? Which Appendix B rooms, if any, do not have corresponding uncompiled source code?
The Government can provide all aspects of the current code (uncompiled code) used in previous builds. This code can be used as the basis or template for the code to be used for this project. But contractors should assume and price for new could to be created as is written in the SOW; see Projects section for more clarification
How many Government personnel will be available onsite to support this project?
One AV tech per day worked ; for monitoring, Q & A, and minor assistance for resolution, access or the unknown
If multiple contractor teams are working onsite simultaneously, will a government representative be assigned to each team?
There will be only one awarded purchase order. The government will not be making multiple awards on this requirement. If after award the single vendor chooses to assign multiple teams, all teams will share one government POC who carry a government mobile device for contact.
All new projectors will use the existing mounting hardware, and no rooms will require moving the projector mounting system?
True. All rooms will utilize the current mounting brackets already in place
Will you provide a limited space 8’X8’X9’ secure area where we can lockup a few projectors and our ladders and a few tools at the end of each work session?
Non-Dimension specific, but we have a secure space for a few ladders, tools and projectors to be stored daily

Please clarify the formal packaging and debris-disposal procedure that the contractor will be required to follow.
Cardboard will be placed in the cage located outside near the dumpsters. However no cardboard will be placed in the dumpsters. Only acceptable trash. The SOW has been updated to clarify this process.
Does the Government maintain room-level audiovisual system inventories, drawings or configuration records for the Appendix B rooms? If so, will the Government provide the available records identifying the existing Crestron equipment, receiver configuration, cabling, podiums and projector layout for each room?
METC has general block diagrams and equipment configuration that may be shared to contractor awarded.
Will the Government inspect and accept completed classrooms/projector installations incrementally as work progresses, or will final acceptance occur after completion of all 100 installations?
The government can and will inspect the work as it is being completed, however the government cannot accept incremental payments. The final invoice shall be submitted for acceptance once all of the work is completed.
Please confirm whether the contractor's responsibility to achieve 100% operational status is limited to functionality directly associated with the removal of the existing Panasonic projectors and installation/integration of the Government-furnished Christie projectors. If unrelated pre-existing AV/IT deficiencies are identified, how should those deficiencies be documented and addressed?
Yes the contractor will be responsible to achieve 100% operational status after the installation of the Christie projectors. However it is also the contractors responsibility to confirm if there is anything faulty with the AV prior to the removal of the panasonic system. If it is found that the cables, connectors, monitors need to be replaced before installing the new projectors, the government will complete the work.
Does METC have an established testing/acceptance checklist or commissioning standard that will be used to determine successful completion of each projector installation? If so, can this documentation be provided to offerors?
There is no offfical checklist for testing and acceptance. The AV techs on site will perform a full functions and opearational check as each install is complete. It should function as it did before the install was started .
Will the contractor be permitted to utilize multiple installation crews simultaneously across different buildings/classrooms, subject to coordination with the GPOC?
Yes, through prior cordination with the onsite tech, multiple installation crews may work simultaneously in different designated areas.
Does the Government require the removed Panasonic projectors to be labeled, inventoried, or otherwise tracked by originating building/classroom prior to delivery to the METC IT warehouse?
No. We just expect an even number count of removed projectors per installed, throughout the day.
In addition to uncompiled Crestron source code, applicable drawings, and warranty documentation identified in the SOW, are there any additional required closeout documents or deliverables that offerors should account for in their technical approach and pricing?
No there should be no additional closeout documents required not already accounted for and listed in the SOW.
