About this opportunity
The Department of the Interior's Bureau of Land Management Oregon-Washington is soliciting quotations for complete replacement of audiovisual systems at the National Historic Oregon Trail Interpretive Center, with quotations due November 20, 2026. The solicitation, number 140L4326Q0126, is a Total Small Business set-aside for a firm fixed-price commercial service. Place of performance is Baker City, Oregon, and the period of performance runs December 1, 2026 through November 30, 2028. The NAICS code is 238210, Electrical Contractors and Other Wiring Installation Contractors, and the PSC is T016.
The scope covers five components: AV systems for three theaters, exhibit halls, the lobby, administrative offices, and a Public Address System; touch screen interactive exhibits, including reader rails, kiosks, tables, and monitors; the Leo Adler Theater AV system, supporting up to 12 video programs and 8 wireless microphone channels; Leo Adler Theater lighting, replacing 19 halogen fixtures with 14 LED fixtures; and a greenscreen tele-learning studio. The contractor provides all equipment, labor, installation, and AV cabling, and includes electrical work in its scope and pricing. The contractor also provides a 24-month warranty on parts, labor, and installation, plus a written estimate for annual maintenance and repairs. Systems must use commercially available, non-proprietary components that can be repaired in-house without network interconnection, and must operate on isolated networks independent of DOI systems. Equivalent platforms to Crestron, such as Q-SYS, are acceptable. The government furnishes carpet squares, facility plans, drawings, and all final content. Buy American requirements under FAR 52.225-1 apply, and TAA does not. No bonds or liquidated damages are required.
Quoters must inspect the site and acknowledge Amendment 0004 before the November 20 deadline or the offer may be rejected. Amendment 0004, dated October 28, extended the due date from November 13 and attached a diagram and Questions and Answers dated October 28. Site visits are scheduled with Robert (Bobby) Reis at (541) 523-1842 or rreis@blm.gov. Written questions are due at least two business days before the close date. Award is best value, considering technical approach, past performance, and price, with no weighting stated in the source. Service Contract Act Wage Determination 2015-5589, Revision 33, dated August 27, 2026, applies to Baker County.
