About this opportunity

The Bureau of Indian Affairs Central Office is soliciting design-build construction services for Facilities Improvement & Repair (FI&R) activities at the Mescalero Adult Detention Center, a 40-bed detention facility located on the Mescalero Apache Reservation in New Mexico. The scope of work includes four primary tasks: installing thermostat guards in inmate-occupied spaces, designing and constructing millwork in the processing room, installing conduit infrastructure for NCIC inmate communications equipment, and demolishing and reconfiguring wing walls in holding cells to improve camera sightlines. The contract will be evaluated using a lowest price technically acceptable source selection methodology, with three mandatory technical evaluation factors—Technical Approach, Key Project Management/Technical Support, and Project Schedule—each rated on an acceptable/unacceptable basis, with price evaluated only for the lowest-priced technically acceptable proposal. All work must comply with NFPA 5000, National Electrical Codes, ASHRAE Standards, ADA/ABAAG requirements, OSHA regulations, and the BIA Justice/Detention Facilities Design Handbook. The deadline for proposal submission has been extended to February 18, 2026, at 2:00 P.M. Eastern Time, with questions due by February 5, 2026, and a mandatory site visit held on February 3, 2026, at 11:00 A.M. Mountain Time.

This solicitation is set aside exclusively for Indian Small Business Economic Enterprises (ISBEE) under the Buy Indian Act, requiring offerors to certify their status as Indian Economic Enterprises through the IA-IEE Representation Form. The estimated contract value ranges between $500,000 and $800,000 for all work to be completed within 120 calendar days of the Notice to Proceed. The project location is 386 Sawmill Drive, Mescalero, New Mexico 88340, on the Mescalero Apache Reservation in the Southwest Region. Contractors are required to submit bid bonds with their proposals and performance and payment bonds within 10 days of award, with a 90-day acceptance period requested. The solicitation mandates compliance with prevailing wage requirements per the Department of Labor General Wage Determination for Otero County, New Mexico, adherence to tribal tax and Tribal Employment Rights Ordinance (TERO) requirements, and sustainable building principles consistent with federal guidance, including submission of biweekly construction schedules and attendance at biweekly progress meetings.
